REHABILITATION AND SYSTEM STRENGTHENING SPECIALIST

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.

Under the financial support of United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/2B for Binh Dinh and Kon Tum provinces as a sub-implementing partner for this project. IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum”.

Three expected results include:

  1. Ensured accessibility and quality of multi-disciplinary rehabilitation services
  2. Improved rehabilitation system for the provinces
  3. Improved Governance of rehabilitation service system

To ensure the project is implemented technically sound quality, IC is recruiting this position to provide technical assistance in rehabilitation services and system strengthening to ensure project to accomplish outlined expected outcomes and results.

2.   JOB DESCRIPTION OF THE POSITION

This position will work for Inclusion 2B’s Objective One that is carried out IC to ensure project delivered expected outcomes and results. The position will work directly with CoP to ensure technical quality for the project, in coordination with DCoP and Project Officers for rehabilitation service delivery, system strengthening and capacity building and policies.

Key activities are listed in the following detailed activities:

2.1. Rehabilitation Service and ADs provision

  • Provide inputs and comments on rehabilitation AD/AT screening, need assessment, prescription, provision and follow up of rehab services and AP in health facilities and community.     
  • Provide inputs and comments to any policy or guidelines on prescription and follow up of rehab services and ADs use for providers and users after provision in the community.

2.2.  Capacity building for national, provincial and district health workers

  • Provide comments and inputs to plan for capacity assessment to identify the MDT unit for the provinces.
  • To provide feasibility study and technical evaluation of the AT devices and equipment to be provided to MDT units.
  • Provide technical assistance, but not limited to, inputs and comments to process for improving Rehabilitation Strategy for the Province.

2.3. Others

  • Participate in meetings with IC’s partners and HI per request  
  • Participate in field monitoring trip organized by project as needed.
  • Other as requested by CoP

3. REQUIREMENTS FOR POSITION

Qualifications and Experience Required:

  • Post Graduate Degree in relevant subjects including Rehabilitation (including, but not limited to Physical Medicines and Rehabilitation, PT, ST, PT), Medicines, Policy, Management and other related fields.
  • At least 10 years of experience in rehabilitation and health system strengthening or higher management position in the field of disability.

Other experiences:

  • Experience in conducting research, assessments and evaluations.
  • Experience in data analysis and reporting.
  • Experience of working with diverse stakeholders (such as National government departments, institutions, service providers) is an asset

Skills / Technical skills and knowledge:

  • Technical knowledge of health policy, assistive devices/technology sector in Viet Nam.
  • Data analysis, good communication and coordination skills.

Language requirements:

  • English proficiency: Good listening, speaking, reading and writing skill.

Competencies:

  • Teamwork, professionalism, flexibility and an understanding of working with people from diverse backgrounds.
  • Good teamwork, leadership, strategic thinking and decision making.
  • Having long-term commitment to the job.
  • Having a vision, dedication and ability to learn, to work independently and in groups, high sense of responsibility. 
  • Willing to accept high frequency of business travel in Vietnam and overseas

Supervision:

The Consultant will work under the direct supervision and evaluation of the Program Director/ Chief of Party with support from project staff(s).

Start of Performance: as soon as possible, for 1 year with possibility of extension.
