Project Description

The Young Southeast Asian Leaders Initiative Mekong Program (YSEALI- Mekong) aspires to strengthen the leadership capacities and networks of youth leaders in Southeast Asia, empowering them to lead with confidence and to claim their right to a sustainable and just future. The activity envisions a leadership development program that provides the knowledge, training, and exposure—and the platform, including local and international networks—to empower Southeast Asian youth to act on environmental issues and contribute to the sustainable development of the Mekong region. The activity’s approach will awaken young changemakers’ innate leadership potential, strengthen their environmental mindset, and integrate them into the web of climate, biodiversity, and sustainability actors in the region—including the public and private sectors, education and training institutions, and non-governmental organizations.

Position Description

The Accountant and Administrative Associate will report to the Finance and Administration Manager. Essential Functions, but are not limited to:

Accounting

  • Manages day to day finance operations, including implementing EDC and USAID policies, procedures and systems, reviewing accounts payable documents for proper accuracy and completeness, and liaising with bank on all banking issues;
  • Supports the Finance and Administration Manager in the preparation of field office financial reports and tracking of spending;
  • Provides updated, timely and accurate financial reports to EDC, as necessary, and monthly ad hoc reports on financial status of project expenses and budget information;
  • Manages the process of clearing bills, payments, and vouchers from provincial field offices;
  • Manages the transfer of project funds from the central account to field accounts;
  • Works closely with the home office in Washington, DC to ensure reconciliation of monthly expense reports, and respond to any inquiries they may have;
  • Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
  • Perform data entry into the accounting software;
  • Maintain accurate record keeping;
  • Provide necessary information to payroll service provider to ensure salaries are being processed in accordance with requirements;
  • Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and
  • Other duties as required.

Administrative

  • Dispatch and receive office related mails, letters and official documents;
  • Monitors and fulfills office supplies on a regular basis to ensure a constant stock of office supplies.
  • Provides administrative assistance in organizing meetings, trainings, conferences, seminars, and workshops, which may include preparing briefing materials and/or packages; reserving rooms; ensuring the meeting facility fulfills the requirements and functions effectively; and provides all related logistical support related to conferences and events and participants;
  • Prepares travel arrangements, for HQ’s staff, office staff, short-term contractors, partners and participants as assigned. The duties include facilitate the process of obtaining visas, and other required travel documents for travelers; reserve flights and accommodations according to the approved itinerary; and provide others support for official/entitlement travel when necessary, such as coordinating intercity transportation, car rental;
  • Assists HQ’s staff, office staff, short-term contractors, partners, and participants on matters relating to other logistical issues.
  • Perform other tasks as assigned by the Finance and Administration Manager and the Chief of Party.

Qualifications

Education:  

  • Secondary School Leaving Certificate (Associates or Bachelor’s degree preferred).

Skills and Experience:  

  • A minimum of 4 to 5 years of accounting experience;
  • Experience supporting USAID or other donor-funded projects; ?
  • Experience working with QuickBooks accounting system or similar product;?
  • Experience working with computers, especially MS Word and MS Excel;?
  • Detail-oriented and organized;?
  • Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure;?
  • Ability to work hands-on, independently, and within team in difficult work environment;?
  • Ability to travel in the Mekong and ASEAN regions.

Language:??

  • Fluency (speaking, writing, reading, listening) in English and Vietnamese is required.
