National Consultant for Marketing Strategy

Développement international Desjardins (DID) in cooperation with the Cooperative Bank of Vietnam (Co-opBank) and with the support of Canadian and Vietnamese government representatives officially launched the implementation phase of the Strengthening the People's Credit Funds network (STEP project) in November 2017. This project - funded by Global Affairs Canada has the goal to strengthen the capacity of Co-opBank and its network of financial cooperatives, the People's Credit Funds (PCFs) in Vietnam until 2023. The overall mandate is to support and advise the Co-opBank and PCFs network in their process of transformation and modernization to increase their level of integration and performance. The ultimate outcome of STEP project is to "increased financial security for Vietnamese men and women in targeted rural and agricultural areas by a more integrated and better performing Co-opBank and PCF network. 

Following a market study realized in 2018, showing that the PCFs requires to adapt their product & Services to respond the members/non-members needs…. STEP proposed different changes in PCFs credit processes, including the introduction of a credit methodology based on the 5Cs (cash-flow basis…) a new and simple Loan Application Form, Agricultural Guidelines and Environmental Risk Assessment….. The main objective was to provide more adapted financing solutions to Vietnamese entrepreneurs, members, and future members of PCF. The project has also developed different tools to help clients improve their financial knowledge, ask more questions about their financial situation and be better equipped when applying for loans. 

To equip the participating PCFs in the development of their membership and their impact in the areas to fulfil their mission, the project now wishes to support the Co-opBank branches and PCFs network to help them promote these new tools and practices in order to ultimately reach new clients, especially women. In this context, STEP would like to develop a marketing strategy to focus on specific marketing activities that will reach targeted customers in targeted provinces, rather than a nationwide marketing strategy.
