Our flagship campus will be located in Saigon Hi-Tech Park, in Ho Chi Minh City (District 9). Until phase 1 of campus construction is completed, we are located at Crescent Plaza, Tan Phu, in Ho Chi Minh City (District 7).

Job purpose

The Monitoring and Evaluation (M&E) Officer will provide technical support and oversight on program-level monitoring, evaluation, and reporting activities under USAID-funded and other sponsored projects at Fulbright. The M&E Officer will work with the Grant Management Specialist to ensure the completion of monitoring and evaluation tasks and timely reporting according to the project-specific monitoring and evaluation plans and in compliance with grant requirements.

Roles and Responsibilities

The roles and responsibilities of the M&E Officer includes but is not limited to:

  • Provide overall M&E technical assistance and guidance in developing and implementing project-specific monitoring and evaluation plans including making regular updates to the Activity Monitoring and Evaluation and Learning Plan (AMELP) throughout the project performance period.
  • Develop data collection approaches and guidelines to document and track key performance indicators across implementation activities.
  • Work with staff from the different departments to review project performance and progress against established baselines and annual indicator targets.
  • Support data collection, verification, analysis, and data reporting activities.
  • Work with technical staff and other stakeholders to ensure quality data is entered into the reporting system.
  • Assist in internal evaluation and quality assessment of project data.
  • Maintain the project database and supporting documents.
  • Contribute to quarterly, semi-annual, final reports, and annual reports, work plans, and other key deliverables, as requested by USAID and other sponsors.

Other duties

  • Participate in USAID workshops, training, and other relevant networking events to improve skills and share project experiences.
  • Collaborate with our colleagues at our parent organization FUV USA as needed.
  • Contributing to team effort by welcoming new and different work requirements; exploring new opportunities to enhance the services of the department; helping others accomplish related job results as and where needed.
  • Other tasks and responsibilities assigned to the Employee by the Company which may be adjusted from time to time.

What we look for

  • Education: A Bachelor’s degree in social sciences, education, business administration, economics, or related field.
  • Experience:
    • Minimum of 2-3 years relevant work experience, including monitoring and evaluation experience of education and/or development projects. This should include developing performance management plans, selecting indicators and developing targets, conducting evaluations, surveys, assessments, data tracking and analysis, and other tasks related to M&E activities.
    • Previous experience working on USAID-funded projects is highly preferred.
  • Knowledge, Skills and Abilities:
    • Knowledge of monitoring and evaluation key concepts, systems, and procedures. Familiarity with USAID's Monitoring, Evaluation and Learning (MEL) policies, Collaborating, Learning, and Adapting (CLA) framework, tools and approaches is a plus.
    • Experience with different data collection tools and analysis methods.
    • Detailed-oriented and excellent analytical skills.
    • Strong organizational skills to balance competing priorities and the ability to work independently to efficiently meet deadlines. 
    • Effective written and spoken communication skills in English and Vietnamese.
    • Possess cross-cultural, interpersonal skills, and the ability to thrive in a diverse working environment.
