Consultancy for Cooperative Federation

I. INTRODUCTION

The objective of DGRV’s project in Viet Nam is to contribute to the sustainable and effective poverty reduction via the development of social structures and favorable legal framework for the cooperatives and collaborative groups. The project is funded by BMZ and has been implemented in Vietnam for many years.

In order to meet the overall objective of the project, that is, strengthening role of the coops in poverty reduction and hunger eradication, DGRV has been assisting the development and promoting the effective and stable operations of the cooperatives via influencing on five main aspects: inclusive market access, protection of business assets and deposits, improving quality of market-oriented products and services, higher income of the cooperative members, risks management. DGRV has been applying the approach of comprehensive consultancy at all of 3 levels: macro-meso-micro for ensuring the effective intervention on five above main aspects.

This TOR is calling for a consultant to mentor, instruct and advise one Cooperative Federation in its infant stage.

II. MAIN CONTENT OF THE CONSULTANCY

1. Context  

Tra Vinh Rice cooperative Federation (The Federation) was established in December 2020 with 7 cooperative members with the main working areas:

  • Rice cultivating;
  • Agricultural production;
  • Providing agricultural services;
  • Buy and sell agricultural products, agricultural by-products.

The Federation aims to increase income for cooperative members, create a sustainable consumption source for agricultural development at the locality, create new agricultural development models, strengthen participation of farmers into cooperatives.

After one year of working, the Federation is in need of being mentored on developing a concrete strategy and being instructed on performing detailed operations.

2. Content of the consultancy

The consultant possessing comprehensive understanding on rice market will accompany and mentor the leaders of the Federation on developing strategy; provide advices, instruction in performing operational steps.

After being consulted, the Federation is expected to be able to develop their own strategy and turn it into operational activities.

3. Location and timeframe

The Federation is located in Chau Thanh district, Tra Vinh province.

The consultant will mentor the Federation directly or via communicating applications with periodical field trips. The working schedule will be proposed by the consultant, agreed with the Federation and sponsored by DGRV.

Term of the consultancy is from 01.04.2022 until 31.12.2022 with possibility of prolongation.

Goals for the consultancy by the end of 2022:

  • The Federation has a 5-year strategy which is agreed to be implemented by all its members
  • The Federation develops its business model to serve its member cooperatives

III. REQUIREMENT FOR SERVICE PROVIDER

The criteria of selecting the consultant:

  • At least 10 years experience in agricultural market, focusing on rice products and services. 
  • Be able to consult on both strategy and operation for organizations.
  • Having knowledge and practical experience in cooperative sector is a plus.

DGRV should pay for service provider the fees of consulting; travelling expenses; accommodation costs relating to the field trips

  • Tentative working schedule.
