Project Objective

SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).

Position Description

USAID Learns created the Learning Dojo to respond to USAID/Vietnam’s implementing partner needs in Monitoring-Evaluation-Learning (MEL) and Collaboration-Learning-Adapting (CLA) capacity. It is called the Dojo to encourage the creation of a space in which participants learn, reflect, and connect with each other in improving their MEL and CLA practices within their organizations. In 2022, the Dojo has three tracks:

  • Leadership track - Enabling Effective MEL & CLA Practices
  • Specialist track - Foundations in monitoring track.
  • Strategist track - Adaptive Management: Culture & Practices

SI and its partner PEAPROS are seeking a full-time Capacity Building Consultant who will be responsible for supporting USAID Learns’ capacity building interventions to USAID Implementing Partners (IPs), USAID staff and select government partners on a wide variety of MEL and CLA skills to strengthen the overall effectiveness of USAID-funded activities in Vietnam. This is a full-time position, based in Hanoi with possibilities for travel within Vietnam, until end of December 2022 and will be supervised by the Learns Capacity Building Director (CB Director).

Responsibilities

  • Support the implementation of the Learning Dojo 2022 and other training programs and events on a variety of topics including:
    • MEL (DIS, DQA, AMELP, the ABCs of USAID,…)
    • Collaboration & Learning (including co-creation, learning symposiums…)
    • Adaptive programming (including behavioral change communications, Theory of Change…)
    • Change management and reflecting skills (including Pause & Reflect…)
  • Support the organization, implementation, documentation and facilitation of training programs/events for different groups of audiences in different settings (virtual, in-person, hybrid)
  • Collect and analyze audience feedback on Learns events for ongoing adaptation/improvement;
  • Support the team in developing communication products (email, brief, take-home message, flyers, etc.);
  • Be an active member of the Resource Hub Task Force and support other knowledge management practices;
  • Other tasks as assigned.

Qualifications:

Education:

  • Bachelor’s degree or higher is preferred in organizational development, training and education (pedagogy), social sciences, human resources development and management, or other related disciplines.

Experience:

  • Experience in coordinating and implementing multiple training events and with different training formats (virtual, in-person, hybrid);
  • Experience in developing and/or editing documentations and training materials (in Words, PowerPoint, etc.); 
  • Experience with project management and monitoring of training activities;
  • Experience with adults learning and/or learner centered approaches;
  • Experience in facilitating participatory workshop, focus group discussion, or other interactive events;
  • Experience in e-library development is an advantage.

Skills:

  • Excellent IT and MS office application skills, especially in using tools for communication products (e.g. Microsoft PowerPoint, Words, Google site, etc.);
  • Excellent verbal and written communication skills;
  • Decent project coordination skills;   
  • Fluency in English and Vietnamese;
  • Knowledge and experience related to USAID funded project is an advantage.
