THE OPPORTUNITY - MEAL Project Officer

The MEAL Project Officer is responsible to monitor and measure that Child poverty projects outputs, outcomes, and impacts are achieved according to the agreed indicators, to facilitate capturing lessons learned in the implementation of different program activities, and ensure lessons learned are integrated into the program development.  The MEAL Officer will also contribute to establishing and monitoring accountability mechanisms to gather feedback from beneficiaries and partners concerning their views about our projects.  The position will represent the Child Poverty Program in the MEAL focal point group and contribute to Country Office MEAL initiatives in that capacity.

KEY RESPONSIBILITIES

Key Area 1: Monitoring & Evaluation:

  • Develop Monitoring, Evaluation, Accountability, and Learning (MEAL) tools/approaches for Child poverty program monitoring (beneficiary tracking, data collection, and analysis, reporting, etc.) in line with SCI Quality Framework.
  • Ensure that monitoring and evaluation activities are undertaken as planned and with the use of Quality Benchmarks, MEAL Dashboard, Evaluation standards.
  • Responsible for management of projects’ MEAL plan and MEAL dashboard tracker
  • Provide technical support to Save the Children and implementing partner staff regarding MEAL activities
  • Provide regular analysis and recommendations of program progress as required
  • Lead implementation of assessments and surveys, including baseline, end-line, and assessment tools covering relevant project indicators as needed
  • Undertake field visits to monitor progress and support monitoring and evaluation activities.

Key Area 2: Accountability:

  • Work closely with the program team to ensure all project staff, including partner staff, fully understand and promote accountability through training, workshops, and campaigns.
  • Responsible for promoting the use of CFM in project locations and giving feedback to country office MEAL staff on this system.
  • Support Accountability Focal Point in reporting and investigation of complaints and feedback as and when needed.
  • Based on analysis of complaints, make appropriate recommendations to line management.

Key Area 3: Learning:

  • Promote learning throughout the program, particularly on issues of program quality, policy analysis, and advocacy.
  • Coordinate with program staff to ensure that lessons learned and best practices are properly documented and are incorporated into program implementation and design.
  • Participate in designing and implementation of studies, assessments, research, and learning in coordination and cooperation with project staff.
  • Provide inputs into project reports, country annual reports, and country annual planning.  
  • Support country MEAL team in relevant MEAL tasks when required (10% of LOE)

QUALIFICATIONS 

  • Bachelor’s degree or higher in M&E, statistics, social science, or related fields.

EXPERIENCE AND SKILLS

Essential:

  • Minimum 2 years of experience in project M&E field, experience in database, capacity building and beneficiary follow up is an advantage.
  • Proven experience in program monitoring, review, and evaluation, including the setting of indicators and collection, analysis, and presentation of program data, learning, and accountability mechanisms.
  • Quick learner with the ability to think strategically and creatively;
  • Ability to provide technical support/inputs in developing and implementing sound M&E and Accountability systems for children.
  • Skills in data analyses (both qualitative and quantitative data) using suitable packages (STATA, SPSS for quantitative data, and NVivo or MAXQDA for qualitative data)
  • Skills in data visualization are desirable.
  • Skills in database management are desirable.
  • Having a research background is desirable.
  • Ability to meet tight deadlines accurately and on time
  • Good written and verbal communication skills in English and Vietnamese
  • Commitment to and understanding of SCI mission, values, and principles including rights-based approaches.

Desirable

  • Prior experience working with Save the Children and familiarity with the organization’s policies and procedures will be an advantage.
