BACKGROUND

IUCN is a membership Union consist of 1,400 government and civil society organizations and 1,8000 experts, which makes IUCN the global authority on the status of the natural world and measures to safeguard it. In Vietnam, IUCN has 01 state member, namely the Ministry of Natural Resources and Environment (MONRE) and 09 local organizations. IUCN Vietnam Country Office work closely with MONRE to support the policy development and protection measures to conserve biodiversity and natural resources, such as the National Biodiversity Strategy and Action Plan, ecosystem-based adaption, nature-based solutions and other effective area-based conservation measures. With growing portfolio, there is a need for a senior programme officer who works closely with the state member, line ministries and partners to provide coordination of governance aspects in different projects under IUCN Vietnam Country Office.

This is a local recruitment. Only Vietnamese nationals, individuals with residence status, or the appropriate employment visa for Viet Nam are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Viet Nam.

 

JOB DESCRIPTION

Under the guidance of the Head of Indo Burma Group, the Governance Coordinator is responsible for coordinating and managing project activities related to policy and governance aspects in order to support achieving IUCN mission and project objectives.

DUTIES:

1. Coordination and communication

  • Liaison and establish partnerships with governmental agencies and project partners, including private sector, to ensure maximum coordination and communication in order to deliver project activities;
  • Organize and/or participate in policy dialogues and multi-stakeholders’ platforms, including to carry out policy research and development as part of IUCN’s projects and programs implementation;
  • Organize outreach and engagement activities with potential project partners to leverage funding for project implementation;
  • Timely report to donors on the project progress, work plan and facilitate project site visits where necessary.2.

2. Representation

  • Represent the assigned program and projects to internal and external audiences when the Country Representative is not available at relevant meetings and workshops
  • Provide technical advice and support on governance aspects to other programme staffs in project and programme implementation.
  • Provide inputs and review communications materials on the assigned project activities.

3. Proposal development

  • Build relationship with donors to explore opportunities for new project funding
  • Develop project concepts and proposals to mobilize financial resources from donors, including business
  • Ensure that proposals are properly reviewed by Country Representative and that approaches to donors are coordinated with relevant IUCN units.

4. Planning and development

  • Work with Country Representative and other programme staffs to develop the program in ways that capitalize on IUCN's niche and expertise.
  • Provide support to the Country Representative to ensure the effective and timely planning and delivery of project and programme activities as well as integration of other projects to strengthen IUCN’s reputation and mission.

5. Quality control

Ensure that all written products, selection of consultants, preparations of TOR and consultant contracts with deliverables are fully reported and reviewed by the Country Representative to meet IUCN's quality control standards.

6. Other

Carry out any other relevant tasks as required and mutually agreed with Country Representative.

REQUIREMENTS

  • Master Degree in Environmental Law, Environmental Policy, Natural Resources Management or other relevant majors.
  • At least 10 years’ experience in environment related project management, including proposal development, implementation, monitoring and evaluation.
  • Insight in governmental structure, policy and institutional settings of Viet Nam.
  • Working experience and partnership development with key line ministries, including MONRE, MARD, MPI and relevant subordinate units.
  • Experience in conducting policy research and development as well as policy advocacy in the environmental protection and nature conservation field.
  • Experience seeing projects through the full life cycle.
  • Excellent coordination and communication skills.
  • Advanced English speaking & writing skills.
  • Proficiency in the use of office IT applications.
