The Opportunity - MEAL Assistant

The MEAL Assistant is responsible to support the MEAL team to collect field data, monitor and measure the project’s outputs, outcomes and impacts to the achievement of the project agreed indicators, to facilitate capturing lessons learned in the field monitoring and evaluation activities, contribute in establishing feedback mechanism to gather information from beneficiaries and partners concerning their views about our program.

The MEAL Assistant will assist to ensure that SCI’s activities are consistent with SCI and Members’ programming principles and approaches, draw on good practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.

Key Responsibilities

Key Area 1: Monitoring & Evaluation:

  • Contribute to the development of monitoring tools/approaches for project monitoring which comply with SCI Quality Framework on Monitoring, Evaluation, Accountability and Learning (MEAL) in close consultation with the project manager, country office MEAL Officer.
  • Contribute to the development of beneficiary tracking database, data collection and reporting tools to capture longitudinal baseline, intervention, and follow-up data on beneficiaries and program activities.
  • Monthly compile and clean beneficiary database and ensure that the database is up to date with beneficiaries’ status.
  • Work collaboratively with project team members and MEAL Officer to ensure that monitoring and evaluation activities are undertaken as planned.
  • Contribute to provide regular analysis and recommendations of the project progress based in the database as required
  • Coordinate implementation of assessments and surveys, including baseline, end-line, and assessment tools covering relevant project indicators as needed
  • Undertake field visits to monitor progress and support monitoring and evaluation activities
  • Arrange logistics for monitoring trips and evaluations and learning events at office and field when required
  • Take part in documenting case studies and best practices
  • Support Project Manager in preparing relevant reports (regular internal and donor reports)

Key Area 2: Accountability:

  • Work closely with project/program teams to partners to fully understand and promote accountability in general and to children and beneficiaries in particular, through training and coaching.
  • Ensure relevant information sharing to project stakeholders and relevant audience in compliance with SCI policies. Work with management information system and ensure data management safety and confidentiality
  • Work with country office MEAL Team to establish an effective feedback and response mechanism functioning at the project implementation levels.
  • Based on analysis of feedbacks received from partners, beneficiaries, make appropriate recommendation to line management.

Key Area 3: Learning:

  • Provide support to project team when needed to organize lessons learned workshop during project implementation or at the end of project
  • Ensure new analysis and information on the project is constantly available.
  • Co-ordinate with project staff to ensure that lessons learned are properly documented and are incorporated into project implementation and design.
  • Participate in designing and implementation of studies, assessments, research and learning in co-ordination and cooperation with project staff.

QUALIFICATIONS

  • Bachelor’s degree or higher. Preferable degree in Economics, Business administration, International Development, Public Health, Information Technology, Social Work.

EXPERIENCE AND SKILLS

Essential

  • Quick learner with ability to think strategically and creatively;
  • Certificates in Project MEAL, Programme/ Project Planning, Project Management for Development Professionals is an asset
  • Skills in conducting descriptive and inferable data analysis when required, using statistical packages such as STATA,
  • SPSS or the alike is an asset.
  • Skills in using different tools, including electronic devices, for data collection is desirable
    Skills in data visualization is desirable.
  • Skills in database management is desirable.
  • Having research background is desirable.
  • Excellent ability to meet tight deadlines accurately and on time
  • Excellent written and verbal communication skills in English and Vietnamese
    Commitment to and understanding of SCI mission, values and principles including rights-based approaches.
