OVERVIEW

The Family Health International (FHI 360) office in Vietnam with funding from USAID under the contract #AID?440?C?16?00001 “Sustainable HIV and Tuberculosis Response From Technical Assistance (SHIFT) Project” requires the services of firms able to provide Artificial Intelligence (AI) computer?aided software for Chest X?ray (CXR) reading for TB screening. This procurement will
include software and any required commodities/hardware as well as relevant technical service provision to interpret CXR digital and non?digital images for TB screening at mobile screening sites (mobile vans) and health facility sites in seven target provinces.

BACKGROUND

Our goal is to support the Government of Vietnam to successfully detect, treat and prevent TB, working at all levels of the health system to build technical expertise. This will be done by expanding upon the NTP’s “Double X (2X) Strategy”, in which chest X?ray (CXR) is the first screening test for TB, followed by GeneXpert. The 2X uses CXR first to identify those with abnormal lung findings, avoiding potentially unnecessary GeneXpert testing.

The primary aim of the AI software is to improve the quality of CXR interpretation with two objectives: (1) to improve detection of subtle CXR abnormalities prompting further testing with GeneXpert; and (2) to correctly triage those who may have symptoms or who are at risk for TB but have normal CXR, avoiding further testing and related costs. FHI 360 requires software, and any associated hardware, required to deploy CXR AI screening at up to seven mobile sites (mobile vans) and up to twenty fixed sites at health facilities in seven provinces.

SERVICE EXPECTATION/SCOPE OF WORK

  • Provide annual licensing and deployment for CXR AI software with the ability to:
    • Interpret digital and non?digital CXR
    • Interpret pediatric CXR
    • Meet CE?marking standards
  • Support two types of deployment with online/offline functionality as required – up to seven mobile units, and up to 20 fixed units – with technical connection with AI database
  • Ensure results and data are produced from AI software throughout the project agreement period, with up to 150,000 reads per site for suspected TB and other abnormalities, in real time via cloud or local connection
  • Install AI software with support from trained staff (remote or local) within 1?2 weeks of agreement upon service provision
  • Provide remote and/or on?site (whenever required and appropriate) technical support to adjust the AI reading parameters and customization of variables in AI database; provide technical troubleshooting or updating (remotely or on site) as required
  • Ensure data server and software maintenance
  • Ensure upgrading of AI software when a revised version is developed

INSTRUCTION TO SELLERS

FHI 360 is requesting quotations from qualified vendors.

Vendors must submit to FHI 360 the following:

  1. A brief description of the technical qualifications of the AI software and deployment solutions (not to exceed 2 pages)
  2. A brief description of the organization, its capabilities, and its ability to deploy AI software for CXR reading for TB screening (not to exceed 2 pages)
  3. Quote/budget* for one year of services. The budget should include one?time setup costs for each type of deployment (mobile and fixed), annual software license fees/costs for up to 150,000 reads, and any other required services for successful implementation.
    • List all specifications for each service/good, including all fees and supplementary services required to provide the service/good.
    • Quotes should be submitted in US Dollars (USD).
    • Clearly list any taxes or other indirect costs as separate line items in the quote.

Submitted quotes should be valid for 30 days from the date of submission to allow adequate time for organizational approval.

* Quotes should include payment terms. Indicate bank charges/fees, if applicable, for receiving an electronic bank transfer.

CRITERIA FOR EVALUATION

Selection will be based on best value, weighing price against technical factors as outlined below:

  1. Technical/Software Solution (40 points)
  2. Organizational Capability (30 points)
  3. Budget (30 points)

CONTRACTING MECHANISM

A fixed?price purchase order may be awarded in USD to the responsive vendor whose quote will be evaluated as most advantageous to FHI 360 (lowest price, technically acceptable offer). In the event that service/deliverable requirements need to be shifted during the time period between the signature of a purchase order with the selected vendor and the actual event, FHI 360 will modify the purchase order.

RESPONSES

Responses to this RFQ should be submitted by email to [email protected] with a copy to [email protected] no later than September 25, 2020 at 5:00 pm Hanoi. with subject line “Artificial Intelligence (AI) software/deployment for Chest X?rays (CXR) reading and TB screening in Vietnam.” Any quotations received after this date and time may not be accepted and shall be considered non?responsive. FHI 360 will acknowledge receipt of the quotation by return email within 24 hours.

Any questions or requests for clarification can be submitted in writing to the same email address above by September 21, 2020 at 5:00 P.M. Hanoi. No telephone inquiries will be answered.

TERMS and CONDITIONS

1. FHI 360 may cancel an RFQ and/or not make awards.
2. FHI 360 may reject any or all of the responses to its RFQ.
3. Issuance of an RFQ does not constitute award commitment by FHI 360.
4. FHI 360 reserves the right to disqualify any application based on offeror failure to follow RFQ instructions.
5. FHI 360 will not reimburse applicants for the cost of preparing and submitting an application to an RFQ.
6. FHI 360 reserves the right to issue an award on the basis of an initial evaluation of offers without further discussion.
7. FHI 360 may award grants for only part of the activities listed in an RFQ.
8. FHI 360 reserves the right to check an applicant’s donor references.
9. FHI 360 also reserves the right to reject any or all applications received without explanation.
10. FHI 360 has the right to issue amendments to the RFQ at any time.

Request for Quotation Firm Guarantee:

All information submitted in connection with this RFQ will be valid for thirty (30) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding.

Offer Verification:

FHI 360 may contact offerors to confirm validity of the offer, contact person, address, and bid amount.

False Statements in Offer:

Offerors must provide full, accurate, and complete information as required by this solicitation and its attachments.
