The International Center (former is Vietnam Veterans of America Foundation) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC focuses on mental health, landmine removal, and assistance for dioxin (Agent Orange) victims, education, and disability support program.The organization has worked in 18 provinces across Vietnam including Khanh Hoa, Quang Ngai, Quang Nam, Da Nang, Thua Thien Hue, Quang Tri, Quang Binh, Nghe An, Ha Tinh, Ninh Binh, Nam Dinh, Thai Binh, Dien Bien, Cao Bang, Hanoi, and Hoa Binh.

Under the financial support of United States Agency for International Development (USAID), IC has been implementing the Disability Project in three provinces of Thua Thien Hue, Quang Nam and Binh Dinh for 5 years from July 2015 till September 2020. This is designed to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam and Binh Dinh to quality and appropriate assistive devices.

In order to provide technical support for refining and implemeting the effective monitoring and evaluation for learning system (MEL), IC is looking for qualified person to fill in the following position:

MONITORING AND EVALUATION OFFICER

  • Citizenship: Vietnam
  • Duty Station: Hanoi and three project provinces of Thua Thien-Hue, Quang Nam and Binh Dinh
  • Duration of Assignment: One year contract (extendable)
  • Salary: Competitive

Qualifications

  • Academic background: University degree in public health or social science, Master degree preferred
  • At least three years working experience in supporting vulnerable group related work preferably with disability impaired
  • Proven experiences in monitoring and evaluation for learning (MEL) related work. Exeriences in research is preferred.
  • Ability to identify the problems and the need of the people with disability, and to propose proper plan to meet those needs
  • Ability to develop a case management plan for people with disability
  • Have working experiences in community level
  • Good understanding of the rehabilitation system and procedures in Vietnam
  • Willingness to accept a multi-year commitment
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English
  • Ability to work a flexible work schedule.
  • Willing to cooperate with other consultants and technical assistance, ability to transfer knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and Rehabilitation Center) preferred.

Scope of work

  • Work with project team to refine an effective MEL plan
  • In charge of setting up and management of the project M&E system including reporting system for donor
  • Be focal point of reporting to USAID on indicators following the donor’s required system
  • Develop user profile template for monitoring progress during project intervention
  • Provide guidelines and follow up with provinces partners to update progress of beneficiaries
  • Work with provincial partner to supervise data collection for project indicators
  • Participate in field trips to monitor project activities
  • Participate in the training, workshop on M&E, relevant information provided by USAID, other organizations when required.
  • Do the other work as required by the project.

SUPERVISION AND PERFORMANCE EVALUATION:

The incumbents work under the direct supervision and evaluation of the Disability and Mental Health Programs Director at IC’s office with travelling to provinces when needed.
