V-LEEP Request for Qualification Notice

REQUEST FOR QUALIFICATIONS

1. Description

Deloitte Consulting Overseas Projects LLC in support of the US Federal Government client, United States for International Development (USAID) is seeking qualifications of interested subcontractors to potentially support the anticipated program needs.

This Request for Qualifications (RFQ) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Request for Qualifications does not commit Deloitte Consulting Overseas Projects LLC to subcontract for any supply or service whatsoever. Further, Deloitte Consulting Overseas Projects LLC is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the Deloitte Consulting Overseas Projects LLC will not pay for any information or administrative costs incurred in response to this RFQ; all costs associated with responding to this RFQ will be solely at the interested party’s expense. Not responding to this RFQ does not preclude participation in any future RFP, if any is issued.

2. Background

Deloitte Consulting Overseas Project LLC, via the Vietnam Low Emission Energy Program (V-LEEP), is advising the Electricity Regulatory Authority of Vietnam (ERAV) to develop a model for Direct Power Purchase Agreement (DPPA) transactions in Vietnam and design a pilot program to test its application. In collaboration with ERAV, V-LEEP has been conducting a series of detailed technical, legal, and commercial analyses to support this effort. V-LEEP is currently finalizing its recommendations on selection of a DPPA model(s) and design of an associated pilot program.

Anticipated Performance Period
The period of performance for this activity is expected to be three (3) months.

Performance Location

  • Services are anticipated to be performed in Vietnam.
  • Performance may be at the Deloitte facility, and client facility in Vietnam.

3. Required Qualifications

  • 5 years past work experience in Southeast Asia, specifically as related to Direct Power Purchase Agreements. Must demonstrate work experience in DPPAs in Australia and at least two (2) markets in Southeast Asia (preferably in Vietnam).
  • Must be legally-registered entity within USAID geographic code 937; list of eligible countries available at: https://www.usaid.gov/sites/default/files/documents/1876/310mab.pdf

4. Requested Information

  • Provide a summary of corporate capabilities.
  • Provide details of work experience in Direct Power Purchase Agreements in Southeast Asia within the past 5 years. Provide details of clients served, work performed, and deliverables. Must demonstrate knowledge of power markets, power purchase agreements, and direct power purchase agreements, and demonstrate understanding of the market factors that promote corporate procurement of renewable energy. Must demonstrate work experience in DPPAs in Australia and at least two (2) markets in Southeast Asia (preferably in Vietnam) (see Required Qualifications).
  • Confirmation of the entity’s legal registration in geographic code 937 country.

Requested Information is limited to 5 pages total, and must be written in English. Submissions must be on standard 8 1/2" x 11" format, 12-pt font, with margins no less than one inch on each border. Number each page consecutively. Those pages that exceed the page limitation will not be reviewed.

The information provided in this RFQ is subject to change and is not binding on Deloitte. Deloitte has not made a commitment to procure any of the items discussed, and release of this RFQ should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
