Background

Climate justice and energy democracy is a key pillar of APHEDA’s strategic plan. APHEDA is initiating a strategy to build the capacity of unions and allied movements for urgent energy transition across Asia-Pacific region. APHEDA adopts a public goods framework for the transition of energy systems away from fossil fuels to renewable energy.

Vietnam is a priority country due the large pipeline of coal generation proposed and the prospect of ownership of the power sector being privatised (equitization) and deregulated.

APHEDA commissioned Dr. Sean Sweeny (Trade Unions for Energy Democracy) to undertake an in-depth briefing paper to define a public goods framework for energy transition in Vietnam.

APHEDA Vietnam is going to conduct a desktop review and key stakeholder consultation with purpose is to analyses the Vietnamese government position on privatisation / equitization and pro-market “reforms” in the power sector (specifically electricity generation, transmission, distribution and supply).

APHEDA is seeking a qualified consultant to carry out this review starting from April to June 2018.

Outputs

1. A maximum 40 page report responding to key criteria in English and Vietnamese
2. A presentation to key APHEDA staff outlining findings and proposals
3. Critical comments / feedback on Dr. Sean Sweeney’s draft paper “ Energy Democracy and Climate Justice in Vietnam”

Qualifications

  • Master or Ph.D degree in Environment and/or other related fields.
  • Candidates with outstanding academic records are encouraged to apply.
  • At least 3-5 years of experience in conducting the research and consultancy projects
  • Critical thinking, and excellent writing and analytical skills
  • Excellent command in English
  • Strong capability to work both independently and in team.
  • Have strong relationship and/or involve in the network of related fields
