(Senior) Technical Officer

FHI 360 is an international non-governmental organization that works with the Vietnam Ministry of Health, Ministry of Agricultural and Rural Development and other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. We are seeking a qualified and highly motivated Vietnamese national to join FHI 360 as a (Senior) Technical Officer in Clinical Care for the Suc Khoe Doi Dao (Abundant Health) Program, based in Ho Chi Minh City (HCMC).

Program Summary:
Suc Khoe Doi Dao is a community-based program focusing on non-communicable diseases (NCDs), currently being implemented in one HCMC district. Two main aims of this innovative program are to 1) increase the proportion of community members aware of the four shared NCD risk factors, and 2) increase the proportion of eligible patients screened, risk stratified and treated for diabetes mellitus (DM) and hypertension (HTN) through a high functioning team-based model of care delivery at the commune health station (CHS) level. Initiated successfully in five commune health stations, the program is slated to expand to six new commune health stations in its second year. The program is being implemented with the HCMC Department of Health.

Key duties and responsibilities:

The Clinical Care (Senior) Technical Officer will be responsible for guiding and mentoring health care providers in 11 commune health stations to implement a team-based model of care for HTN and DM screening, diagnosis, treatment, and management. The officer will also guide commune health stations in applying a Quality Improvement Collaborative framework to facilitate the learning of best management practices for DM and HTN among the 11 CHS’s. The STO will work with the Program Manager, Monitoring and Evaluation Officer, and other partners in addressing the following primary responsibilities:

  • Guide and support the implementation of new NCD practices through the Collaborative Improvement model
  • Ensure the quality of intervention activities and documentation
  • Support community engagement activities
  • Prepare and present project progress to the quarterly Project Management Board and advocate for timely actions to address system barriers/ challenges identified by the CHS
  • Mid-year and end-year reporting
  • Perform other relevant duties as requested

Qualifications for the position:

  • Medical doctor degree, additional degree in public health or related fields is a plus.
  • Experience in working with stakeholders such as CHS’s and District Preventive Medicine Center highly desirable.
  • Experience in implementing models for quality improvement and providing technical support to public health programs in Vietnam desired.
  • Familiarity with management information systems and a range of quantitative and qualitative approaches.
  • Proficiency with various software applications (e.g. MS Excel, Word, PowerPoint).
  • Ability to think creatively and strategically. Demonstrated ability to learn new things.
  • Ability to work independently as well as cooperate with a multi-cultural team.
  • Ability to guide implementation partners in addressing changes.
  • Excellent written, verbal, and organizational skills. Good written and spoken English.
