Finance Officer

Samaritan’s Purse - Vietnam is a Christian nonprofit organization providing aid to hurting people around the world. Since 1999, Samaritan’s Purse - Vietnam has been committed to improve the lives of the poor, provide vocational training, rural health care and support to institutionalized/ at risk children. We are currently seeking for a qualified candidate to fill the position of Finance Officer based in Hanoi.

SUMMARY

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Finance Officer will assist in the management of Samaritan’s Purse relief finance, ensuring that finance system/ procedures are adhered to, maintaining financial control, and minimizing any associated risks within the context of the humanitarian aid.

Key Responsibilities

  • Support the Finance Manager in the implementation of Samaritan’s Purse’s systems and procedures for finance.
  • To assist in the co-ordination and management of humanitarian programs with particular responsibility for financial management.
  • Assist Finance Manager in preparation and monitoring of budgets, authorization of payments, maintenance of cash and bank books, preparation of monthly accounting returns, security of cash, stock and capital, assets purchasing and stock system.
  • Ensuring compliance to Samaritan’s Purse’s international policies and procedures.
  • Support Financial Manager on budget planning
  • Ensure the allocation of finance resources at relevant program sites and to review financial management capacity of finance and program staff, providing training, advice and support as needed.
  • Prepare monthly financial reports support Financial Manager in the provision of financial management to the Senior Management Team, ensuring surpluses are identified and maximized in time, while ensuring overspends are planned and authorized.
  • Support identification and design, where necessary, appropriate training for staff and partners in the areas of finance to build capacity in financial management and planning, particularly with regard to donor and reporting.
  • Support in the functioning of donor affiliates 
  • Provide accurate and timely production of financial reports to affiliates and non SP grantors and the effective tracking and reporting on multiple donor funded programs.
  • To work with logistics staff to ensure logistics systems adhere to finance's minimum standards.
  • To work with the HR team to ensure that issues related to staff payroll, paying taxes, and other statutory deductions are properly accounted for and addressed.
  • Support the Finance Manager in other tasks necessary to the operation of the finance department.

Education / Experience Needed

  • Educated to qualified level with proven 2 years minimum accounting experiences and financial management skills.
  • Ability to take charge and manage a team when required.

Skills Required

  • Average level of computer literacy, excellent working knowledge of spreadsheets and databases.
  • Ability to prioritize own workload, work independently and work to deadlines.
  • Good interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good coaching skills and ability to develop others.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Excellent communication skills and fluent written and spoken English

Additional Expectations

The finance officer must be an individual of integrity and demonstrate high moral Christian standards.
