PATH’s Digital Health team is dedicated to scaling Information and Communication Technology (ICT) in the low and middle-income countries. Our work spans the entire software development lifecycle from analysis of information systems to deployment and long-term use of those systems. The Digital Health team at PATH works with government ministries of health, information and communication technology companies, the global health sector, and donors to improve the design, development, interoperability, and implementation of management information systems.

We are seeking an experienced professional to guide implementation of sustainable solutions for Vietnam’s Global Health Security priorities and scalable health information systems in general. The Technical Program Manager will functionally report to the Project Director of the Global Health Security Project (GHSP) in Vietnam and be a member of the global Digital Health Solutions team. His/her job will be to work with the PATH country leader to develop a digital health strategy to support the many health information system aspects of GHSP, the PATH Vietnam/Mekong program, and provide regional coordination of digital health activities and their implementation working closely with PATH’s programmatic, Measurement & Evaluation, and Information Technology (IT) groups. The person in this role will act as a liaison with PATH’s Digital Health and Information Technology teams, bridging local ICT needs and global solutions. This role acts as a champion for global ICT solutions implemented in the country, and will often act in cooperation with local IT staff.

This position is a blend of hands-on systems analyst, methodology developer, and teacher/mentor requiring applied skills in systems thinking, learning systems, systems analysis, and multicultural group facilitation. This position, based in Hanoi, Vietnam requires the ability to travel at least 30% of the time, with continuous periods of up to three weeks possible.

Responsibilities include:

  • Leadership & Governance. Actively support intra-government convening with Ministry of Health to establish guidelines, review data systems, and oversee adherence to eHealth strategies and standards.
  • Infrastructure. Maintain landscape of country and regional infrastructure regarding availability of existing systems, electricity, connectivity, server hosting capabilities, IT development capacity, and maintenance support for various levels of the health system. Strategy & Investment. Articulate vision for digital health systems, and data use for the country, building a case for action, and align donor investments through technical contribution to concepts and proposals.
  • Policy & Processes. Assist national policymakers in adoption of evidence-based policies that strengthen surveillance, laboratory, immunization, and other health information systems.
  • Standards & Interoperability. Foster harmonization of national interoperability architecture in support of communication with and between Emergency Operation Centers (EOCs), and technology standards to improve health system performance.
  • Services & Applications. Promote PATH’s user-centric design methodologies for service and applications. Ensure data platforms have strong technical project management and change management support.
  • Workforce. Catalyze efforts to grow qualified technical staff in the region (e.g. software design, development, project management, and ICT support). Build capacity for data use at each level of the health system through the establishment of peer-networking, mentoring, and other methods.

The selected individual will also be expected to work closely with the global Digital Health team and country/regional leadership to respond to ministerial, donor, and PATH requirements; provide regular human interest stories; and assist with communication in general as to demonstrate PATH’s contribution to better health.

Required Skills

  • A minimum of 10 years of experience in at least two of the following industries: health information systems, IT management, or equivalent information system design, development, and administration.
  • Graduate degree in public administration, business administration, management information systems, or computer science.
  • Capable leader who has worked extensively in multi-national, multi-cultural environments bringing diverse groups together to achieve a common purpose with patience, grace and humility across the Mekong region.
  • Excellent English oral, written, and presentation skills including evidence of quality proposal development, report writing, and presentations. Fluency in Vietnamese is strongly desired.
  • Advanced document creation, collaboration and management skills including the use of Microsoft Office, Visio or equivalent business process modeling notation (BPMN) skills. Graphic design, modeling, and visualization skills.
  • Demonstrably strong analytical skills, including qualitative and quantitative analysis, enterprise architecture, IT architecture and systems analysis, and excellent deductive and inductive reasoning skills.
  • Must be able to communicate effectively with both ICT professionals and health sector professionals and be able to facilitate communication between these communities.
  • Understanding of the global health context including, surveillance systems, and international health architecture.
  • Superior project management skills of virtual teams with demonstrated ability to manage vendors, collaborate with partners, and coordinate implementation activities through the use of project management and agile software management tools.
