Consultant for Legal Study on Arrest of Forest Law Violators

WWF-Vietnam is looking for two Consultants to conduct a study of the legal status quo in Bach Ma NP, Hue and Quang Nam Saola NR concerning detain or arresting forest law violators (TOR is attached)

GOALS

• The main purpose of the assignment is to increase the impact of the deterrence effect of patrolling. The first goal is to produce legal guidelines ready for endorsement by the Provincial People’s Committee (PPC) that will instruct, enable and authorize the Forest Protection Department (FPD) and other relevant law enforcement agencies to apply the forest law effectively and practically, including through detaining or arresting forest law violators and associated measures.
• The second goal is to support the improvement of an Offender Warning System  (OWS) through providing the basis for producing information and awareness materials on forest law related to the protection of forests and wildlife, and through providing training material for rangers and forest guards based on the legal advice produced by this mission

PROVINCIAL CONSULTANT QUALIFICATIONS

• Have an academic degree in law or forestry.
• Have a minimum of five years working experience in forestry and/or law. A minimum of two years must demonstrably be linked to forestry law.
• Have demonstrable experience of working with provincial and district authority on legal issues, including provincial and district regulations.
• Experience with protected area management and/or law enforcement is an advantage.
• Proficiency in English is an advantage.

NATIONAL CONSULTANT QUALIFICATIONS

• Have an academic degree in law, with a demonstrable focus on natural resources and/or forestry.
• Have a minimum of ten years working experience in the legal sector. A minimum of two years must demonstrably be linked to law enforcement relative to natural resources.
• Experience with protected area management and/or forestry is an advantage.
• Experience with working on provincial level is an advantage.
• Proficiency in English is an advantage.
