USAID/Vietnam - Evaluation, Monitoring and Survey Services Project is looking for a National Evaluation/Technical Specialist for Vietnam Evaluation, Monitoring and Survey Services Project
(VEMSS). This project will assist the Vietnam USAID Mission to design and carry out various evaluations, monitoring surveys, and performance management studies. The project will also provide M&E training to Mission staff and implementing partners.

The three-year (plus two-year option period) project will involve innovative techniques and tools developed by Management Systems International (MSI), an international development firm in the Washington, D.C., metro area with a 30-year history of helping to deliver results across the developing world. Job Responsibilities:

- The Evaluation/Technical Specialist will participate fully in all aspects of the evaluation including survey design, focus and key informant interviews and data collection/analysis;
- S/he will assist in the evaluating whether USAID HIV programming achieved stated outcomes;
- S/he will assist in documenting key lessons learned and provide recommendations for modifications in approach, results, or activities.

Job Requirements:

- Very strong background in evaluation and analysis;
- Having knowledge of public health/HIV/AIDS programs and some combination of specialized skills pertinent to the evaluation, including in the areas of gender analysis, institutional development, Government of Vietnam HIV services and/or financial sustainability/economic analyses;
- Prior working experience in research;
- Minimum of five to seven years of experience in relevant area;
- Fluent in English in both speaking and writing;
- Degree in Public Health / Medical Doctor / Economics / Public Policy, Governance, or the equivalent;
- Knowledge of MS Office and Internet.

Job Location: MSI Office in Hanoi with travelling as required.
