Monitoring and Evaluation Officer

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth assistance program in Vietnam. We are seeking Monitoring and Evaluation Officer candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

INDICATIVE RESPONSIBILITIES OF THE POSITION

As a member of the GIG Program technical support team and within the framework of Annual Work Plans (AWPs), the Monitoring and Evaluation Officer will be responsible for supporting the implementation of the M&E plan, including Contract Performance Plan (CPP), and designing and populating the project’s M&E system work under the supervision of the Monitoring and Evaluation Manager.

The Monitoring and Evaluation Officer will work with technical staff to ensure timely and consistent data collection and develop databases and spreadsheets. S/he will provide support for conducting M&E system operations, collecting data, and collating databases from technical staff and partners to update the system. S/he will perform data analyses and/or create graphics to inform reporting requirements.

Specifically the position will:

  • Support for the implementation and coordination of the project M&E system;
  • Track, report, and update  activities, indicators, and results over the life of the project;
  • Compile and analyze relevant data to demonstrate project progress for technical and contractual reports, including quarterly, bi-annual and annual reports to the Donor and PMU, evaluation reports, and for communication purpose; 
  • Support to review, revise, develop performance indicators within simple and concrete action plans designed to achieve the expected results;
  • Conduct a continuous review of indicator achievements to date against set targets, including reporting on any indicators which may exceed targets or may fall short of targets;
  • Enter the data and indicator results on a periodical basis into the AIDTracker system which is a web-based USAID system for monitoring aid effectiveness;
  • Conduct the data quality assessment (DQA) on a periodical basis to ensure the quality of data;
  • Organize the collection of data and the setting of targets and develop databases and spreadsheets for M&E data collection;
  • Identify and track any sources of information, outside of the approved PMP and CPP, that can and should be integrated into the M&E system to help better manage project implementation (e.g. any work that may generate data or information that could be incorporated into the system);
  • Work to generate and continually enhance the M&E system;
  • Supervise independent/third-party impact assessments, surveys, studies, including lessons learned and successes.

The position also is expected to contribute to the achievement of GIG program results by undertaking other tasks or duties as directed by the supervisor, consistent with program objectives and the technical skills required for the position.

PLACES OF WORK

Main place of work will be Hanoi, Vietnam. Travel inside the country is expected as required by program activities.

QUALIFICATIONS AND KEY COMPETENCIES

The Monitoring and Evaluation Officer should have:

  • Experience in research methods, tracking and archiving back up documentation, and management of information and datasets.
  • Strong attention to detail and strong organizational skills.
  • Strong computer skills in Word, Excel, and other programs.
  • Solid writing and communication skills in English and Vietnamese.
  • Ability and willingness to meet tight deadlines.
  • Ability to work independently as well as collaboratively, foster goodwill, and build coalitions with relevant groups, organizations, agencies, and businesses, private or public.
  • Exposure to USAID’s managing for results approach desired.

EXPERIENCE AND EDUCATION

Education: Bachelor’s degree required; a degree in evaluation or a related technical field highly preferred.

Experience: Should have three to five years of experience developing and implementing monitoring and evaluation systems in a development context as well as experience in the technical area of governance, trade and investment, public accountability and transparency, public financial management, and/or inclusive growth.

Language Skills: Fluent written and spoken English and Vietnamese highly preferred.
