PATH seeks a Program Officer to implement day-to-day activities for scaling up the public-private mix (PPM) models and monitoring the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for TB control project in four provinces (Hanoi, Binh Dinh, Ba Ria-Vung Tau and Ho Chi Minh City). The overall goal of the project is to reduce TB burden in Vietnam through increasing case detection and ensuring high treatment success. The Program Officer will work closely with national and provincial counterparts to implement the project. Key responsibilities and duties include:

  • Coordinate with National TB program (NTP) and project partners, to effectively develop and implement PPM component that PATH is assigned to take lead in the GFATM Round 9 project;
  • Review and give comments and inputs, as well as provide technical support to PATH’s partners at both national and provincial levels in development of the workplans, tools, materials, technical documents related to PPM;
  • Coordinate development of training curricula, standards operating procedures (SOPs) and oversee trainings on PPM for project partners;
  • Represent PATH to participate in PPM sub-group meetings and other relevant meetings led by NTP, WHO or others;
  • Serve as project monitor responsible for managing project activities in assigned provinces;
  • Provide programmatic and technical support to the project partners to ensure that targets are achieved;
  • Collect monitoring data, verify and validate data to ensure the quality of data and use the data to inform programming and policy advocacy;
  • Work in close collaboration with project partners to identify their technical assistance needs and make a specific plan to meet their needs to ensure that project activities carried out with high quality and within budget and timeframe;
  • Participate and contribute to the development of workplan and budget, subagreements/subcontracts, narrative reports, other reporting requirements related to the project;
  • Assist in financial management of the project, in collaboration with project administrator, program assistant and responsible project manager;
  • Build and maintain relationships with NTP, and project partners as well as other TB partners in Vietnam;
  • Originate and respond to project correspondence in a timely manner;
  • Keep the Performance Leader and TB Program Director informed of progress, constraints, and other issues on regular basis, and assist with the identification of appropriate responses;
  • Other tasks as required and requested.

Required Skills

  • Knowledge of TB control and communicable disease control;
  • Fundamental skills in project planning, implementation and monitoring;
  • Ability to work independently and deliver quality work on time;
  • Good interpersonal skills and ability to work effectively in a team;
  • Proven presentation skills and ability to write reports;
  • Ability to use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook;
  • Excellent written and spoken Vietnamese and English;
  • Willingness and ability to travel up to 30% annually within Vietnam.

Required Experience
Master in public health or medical doctor degree and a minimum 5 years progressive work experience in project implementation; experience training, collaborating with government counterparts, and working with the private sector preferred.  Specific experience with
projects supported by international donors is an advantage.
