Consultant to Develop Multidimensional Poverty Methodology for Application in Vietnam's Poverty Reduction Policy System

The Project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)" (PRPP). The Project is supported by UNDP with cost-sharing from Irish Aid is to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies at central and local level.

It’s increasingly agreed among researchers and policy makers in Viet Nam that poverty is a multi-faceted phenomena in which insufficient income is just one of many deprivations the poor are facing. It was also increasingly recognized that poverty measurements should capture the most essential and inter-linked deprivations that the poor are facing, and that such multi-dimensional poverty measurements would help better understandings of the stakeholders on the poverty situation and therefore improvements in poverty reduction policy making and implementation.

To follow up and intensify the government's effort to make a transition from one-dimensional poverty measurement to multidimensional poverty measurement, PRPP Project plans to support Poverty Reduction Coordination Office/MOLISA to recruit a group of 02 national independent consultants to develop and complete Multidimensional Poverty Methodology in Vietnam. Results from this consulting assignment will be important inputs for the Multidimensional Poverty Master Plan, which is going to be submitted to the government at the end of 2014.
