Legal, Regulatory & Competitiveness Director

Chemonics seeks candidates for the position of Legal, Regulatory & Competitiveness Director with the USAID-funded Governance for Inclusive Growth Program in Vietnam.  The program aims to support the Vietnam government's efforts to facilitate broad-based, sustainable growth. We are looking for individuals who have a passion for making a difference in the lives of people around the world. We are seeking technical specialists for the following positions

Responsibilities include:

  • Work collaboratively with GIG partners (government partners, business, research institutions and CSOs), lead Technical Team 1, and work closely with GIG Technical Team 2, Improved Legal and Regulatory Framework and Competitiveness, and Technical Team 3, Inclusive Growth, on the preparation of annual work plans, specifying deliverables designed to achieve key results under Expected Result (ER) 1 and build partners’ technical capacity through the policy life cycle: from project feasibility, prioritization based on explicit performance criteria, promotion of inclusiveness, and quantitative impact analyses.
  • Maintain and nurture a consistent focus of GIG’s activities on the core program vision of enhancing transparency, accountability, rule of law, competitiveness, and inclusiveness.    
  • Jointly identify, prioritize, and implement specific activities with partners to harmonize and bring Vietnam’s legal, regulatory, and institutional environment in line with international practices in customs management, risk management-based coordinated inspections, trade facilitation, investment promotion, taxation, transparency, accountability, fair competition and predictability and to meet emerging standards being negotiated in regional trade agreements (e.g. Trans Pacific Partnership).
  • Perform technical work and lead Technical Team 1 technical assistance to partners to improve legal, regulatory framework, and institutional processes to improve country competitiveness such as coordinated border management; state procurement systems; investment promotion; non-distortionary sectoral policies to take advantage of emerging opportunities of multilateral trade agreements such as TPP and address challenges; and other areas as agreed upon in the approved AWPs and consistent with achieving the key results specified under ER
  • Work with GIG staff to support GVN and CSO partners in developing communication strategies to improve public-private dialogue on issues of trade, competitiveness, transparency, and accountability.
  • Develop partnerships with academic institutions, think tanks and professional associations or chambers of commerce.

Qualifications

  • Master's degree or higher in business administration, financial management, public administration, law, economics or related field required.
  • At least 15 years of relevant work experience in financial, public administration, legal or regulatory policy advisory work, with at least 7 years as team leader or manager required.
  • In-depth knowledge of legal, regulatory, and institutional international best practices on trade facilitation, fair competition, customs, taxation, and competitiveness.
  • Deep familiarity with Vietnamese laws, regulations and institutional arrangements in the above areas.
  • Experience with USAID or other international donor and/or development-related organizations preferred.
  • Strong communication and interpersonal skills, and demonstrate a strong intellectual and operational capacity in providing and coordinating advisory services to stakeholders.
  • Fluency in written and oral English required, fluency in written and oral Vietnamese strongly preferred.
