Consultant for Development Strategy of Hanoi Association of People with Disabilities
1.Background:
Hanoi Association of People with Disabilities (DP Hanoi) was established under the Decision No. 266/QDD-UBND dated 16th January 2006 by the Chairman of Hanoi People’s Committee. Firstly, DP Hanoi had 19 self-help groups, clubs and centers with 750 members. After eight-year operation, DP Hanoi has gathered 49 member organizations with nearly 9.000 members, including 26 district associations with legal status, 20 groups, clubs and 3 centers. DP Hanoi has been cooperating with authorities; national and international organizations in the fields of capacity strengthen for the association staff and members, developing the associations of people with disabilities at the district and commune levels; and supporting the inclusion of people with disabilities.
DP Hanoi is operating based on the Vietnam Law on Disablities, Decrees and Circulars guiding the implementation of some articles of the Vietnam Law on Disabilties, the Decision 1019 verified in August 2012 on Supporting People with Disabitlies period 2012 – 2020; and other people with disabilities - realted documents. Additionally, DP Hanoi’s operation is based on its regulation which was approved in its third Coongress, period 2012 – 2017 ((http://dphanoi.org.vn/index.php).
DP Hanoi has basically reached targets in its development strategy from 2009 – 2014 which is developed in 2009. In order to bring into play its achievements as well as develop orientation to next period, it is necessary for Hanoi to have its developmental strategy from 2015 – 2020. This new strategy will consist of developemental goals in accordance with its misson and objective mentioned in its regulation and other strategy.
2.Objective:
Develop the development stategy of DP Hanoi from 2015 – 2020
3.Outcome:
A development strategy of DP Hanoi in Vietnamese and English is feasible, and meet DP Hanoi’s objectives and needs
4. Monitoring and reporting:
The Consultant is responsible for reporting to and supervised by DP Hanoi
5. Qualifications
- Master’s degree in social economic science
- At least 5 year experience in the field of consulting organization development strategy
- Proficient report writing skill
- Experience in Vietnam non-governmental organizations and in the field of peope with disabilities would be an asset.
