Local Economist

The Vietnam-Canada Program Support Unit (PSU) is a Canadian Department of Foreign Affairs, Trade and Development (DFATD) bilateral project.  Its purpose is to provide support to DFATD’s development assistance program in Vietnam in order to maximize the development results and impact of the program. The PSU will contract the services of a Local Economist on a part-time consultant contract basis as required by DFATD to support their program in Vietnam in fulfilling its economic related objectives and results.

Role:

The Consultant is to provide professional and technical advisory services for DFATD projects, policy dialogue and Canada’s Vietnam Country Program Strategy development, implementation and monitoring.

Education and Experience:

- Master’s degree in Economics, Business Administration or a related discipline.
- At least 5 years extensive experience working/advising (researching, analysing, problem solving, and reporting) on macro level socio-economic issues, including public financial management and planning;
- At least 5 years’ experience  working in projects/programs that relate to inclusive and sustainable economic growth;
- Experience working with  macro and microeconomic databases and indicators, producing medium-term forecasts; and
- Experience working in two or more of the following areas: private sector development (e.g. micro-small and medium enterprise development, value chain and industry cluster enhancement, business/investment climate, trade, etc.), agriculture/agribusiness development (e.g. business/farmers’ skills building, etc.), and public-private partnerships.

Knowledge:

- Practical knowledge of economic and development issues in Vietnam, such as public finance management, planning reforms, aid effectiveness, private sector development, small and medium enterprises development, agricultural development, trade, etc.;
- Knowledge of central and local government administrative structures, functions, processes and relationships;
- General economic knowledge  and ability to link macro, institutional, and micro-level behaviours;
- Good knowledge of budget systems, processing and reporting rules;
- In-depth knowledge of spreadsheet and word processing software;
- Knowledge of results-based-management and capacity building practices an asset.

Skills:
