Country Medical Coordinator

Médecins du Monde France (MDMF) is a French humanitarian organization. Operating in Vietnam since 1989, MDMF is now supporting comprehensive HIV/AIDS services, ranging from prevention, VCT, to treatment, care and support, and OVC programs in both Hanoi and Ho Chi Minh City.

MdMF is seeking a qualified international applicant to join our dynamic team in the role of the Country Medical Coordinator.

Overall Role
- The main duty of the Country Medical Coordinator is to direct and oversee the medical aspects of the programme across all sites. The post holder works in collaboration with the Medical Project Officers of both sites.
- The Country Medical Coordinator reports directly to the General Coordinator and maintains strong functional links with the members of the medical team.
- The Country Medical Coordinator is member of the coordination team.
- As a Coordination position, the duties of the holder are spread equally across programme sites.
- The Country Medical Coordinator works closely with the 2 Mission Reponsible.

Main Duties and Responsibilities

Technical management:
- Provide technical and methodological guidance and support to MDM medical project officers and supported OPCs on all aspects of the medical programme in Vietnam .
- Ensure the overall quality of the program medical component and of the related M&E / reporting system; responsible for the compliance with donors and health authorities standards and guidelines.
- Continuously assess cost effectiveness and organizational relevance of the medical processes
- Assess training needs in supported OPC and within MDM medical staff, facilitate relevant training sessions and/or support site coordinators in sourcing trainers.
- Encourage full participation of PLHIV in all elements of the project cycle

Internal Coordination:
- Prepare and attend national coordination meeting, prepare and chair a weekly medical meeting (MPOs + Site Cos) by face to face or phone conference.
- Participate with medical team (both sites) in the monthly activity planning, monitoring and evaluation, budgeting and budget follow up of medical sector.
- Participate to regular program reviews and provides input on planning and implementation arrangement
- Actively participate to harmonize processes and approaches between the two sites Consolidate monthly internal medical reports and quarterly donor reports (medical part);
- Contribute to writing new proposals in cooperation with the General Coordinator and Coordination team.
- Maintain strong and efficient collaboration with the social team to ensure the good integration of all social and medical activities, relating notably but not only to HBC and prevention.
- Contribute to the recruitment process of the medical POs in MDM and the senior medical staff (eg ARV doctors, chief nurse, etc…) in OPCs
- Provide reports and elements to the Site Coordinators for the evaluation of the 3 MPOs.
- Establish work plans and appropriate follow-up of the staff involved in medical.

Technical representation
- Establish a wide network of local and international institutions and individuals involved in the medical field in VN, develop partnerships and seek potential development of the programme
- Contribute to raise MDM technical profile: Attend relevant workshops, trainings and meetings in Vietnam.

Administrative activities:
- Work jointly with the MdM administrative team to supervise and validate expenses linked with medical activities.
- Work jointly with the administrative coordinator and general coordinator to establish yearly budget of the medical activities

Required education, skills and qualities
- Experience in program design, implementation, monitoring and evaluation
- Ability to coordinate technical issues effectively and persuasively
- Ability to build partnerships with civil society organizations (local NGOs, CBOs)
- Strong team skills focusing on participation and consensus-building
- Strong abilities in report writing and data handling, excellent writing and presentation skills
- Ability to work in a multicultural environment
- Willing to build local capacity internally (MdM staff) and externally (OPC).
- Experience in conflict management and negation skills
- Persuasive, open-minded and creative
- Experience of working with non-governmental organizations
- Microsoft office suite literate
- Committed and enthusiastic
- Fluent in English Vietnamese and/or French an asset
