This Request for Proposal is placed on behalf of the Like Minded Donor Group, Vietnam (LMDG). The LMDG is a group of 13 bilateral donors (Sweden, Denmark, the Netherlands, Germany, Canada, Finland, Norway, Australia, Ireland, New Zealand, Switzerland, Belgium and the United Kingdom). The group aims to provide strategic inputs to increase the efficiency and effectiveness of development cooperation in Vietnam.
Handicap International France (HI F) is a non-governmental organization created in 1982. HI mission is to assist people in situations of disability or vulnerability, whatever may be the underlying cause and environment. This is done through the implementation of multidisciplinary programs concerning prevention, treatment, empowerment, integration and emergency intervention. HI has worked in Vietnam since 2001 and is developing projects targeting people living with disabilities, extremely vulnerable persons and persons living with HIV or AIDS.

I. Back ground and rationale: Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV’s three main program areas are community development, gender-based violence and HIV/AIDS. Under the theme Gender Based Violence, NAV will, in 2010 – 2012, continue the implementation of the project on “Promote gender equity – reduce domestic violence” in rural communes of TT Hue and Quang Tri provinces and expand the project to new areas of semi-urban setting in Da Nang and Hai Phong.
