 <title>Nation Misses Poverty Reduction Goals for 2008</title>

 <description>&lt;p&gt;Vietnam’s poverty rate at the end of 2008 is lower than the &lt;br /&gt;
2007 figure at 13.1 percent, but remains higher than the goal of 12 percent set &lt;br /&gt;
by the government at the beginning of the year, according to an official report.&lt;br /&gt;
The Ministry of Labour, War Invalids and Social Affairs (MoLISA) announced the &lt;br /&gt;
figures on Dec. 30, citing global economic downturn, domestic price turbulence, &lt;br /&gt;
epidemics and natural disasters as key causes for the nation failing to achieve &lt;br /&gt;
its poverty reduction goal.&lt;br /&gt;
Vietnam increased expenditure for national poverty reduction programmes by 20% &lt;br /&gt;
in 2008.&lt;br /&gt;
During the year, the government spent approximately 20 trillion VND (1.2 billion &lt;/p&gt;

 <title>Forms of Engagement Between CSOs &amp; State Agencies in Vietnam</title>

The study combines a survey of existing literature on civil society and civil society organisations (CSOs) in Vietnam, studies of specific cases of CSO-state engagement, views and experiences of key informants, and a media review.
&lt;/p&gt;
&lt;p&gt;
An Advisory Group (AG), made up of more than 10 different key stakeholders, provided overall ideas to the study by giving feedback on the study&#039;s terms of reference (TOR), research design, and draft study report. The study&#039;s detailed design was prepared in March-April 2008 by a smaller working group consisting of Oxfam-Great Britain in Vietnam,&lt;br /&gt;
DFID, the Embassy of Finland, the VUFO-NGO Resource Centre (NGO RC), and the research team.
