Overview on the Legal Environment affecting CSOs
During the past few years the Government of Vietnam has showed determination to promote the growth and increasing role of Civil Society Organizations (CSOs) and the active participation of people at all levels in promoting socio-economic development nation-wide (VDR/PRSC Consultation Exercise, VUFO-NGO Resource Centre, 2006). Several legal documents have been or are in process of being drafted offering new opportunities to CSOs.

PPWG Introduction
Background
The PPWG was established to promote the implementation of the Government of Vietnam's Grassroots Democracy Decree, people's participation in development programmes and projects.
Government Decree no. 29 of 1998 (including later amendments promulgated through the Decree no. 79 of 2003) established the principles of grassroots democracy at the commune level. These principles are: “people know, people discuss, people decide, and people supervise."

Vietnam Development Report 2009 - Resource Mobilization
The World Bank has started to prepare for the Vietnam Development Report (VDR) 2009. This report will focus on the economic pillar of Vietnam's reform agenda (SEDP), and has Resource Mobilization as tentative title.
It is the first time that the World Bank launches the preparation process at this early stage, which provides donors and NGOs an opportunity to provide input on the outline of the VDR and to allocate time and resources.

Mr. Trinh and Ms. Trine participated in the Global GCAP face to face meeting in Montevideo, and on May 18 Mr. Trinh, Mr. Huong, and Mr. Phong from the Vietnam Fatherland Front and Ms. Trine, from the NGO RC, met to have a brief follow up discussion on the Montevideo meeting and agree on action points.
