Led by the Food and Agriculture Organization of the United Nations (FAO), Save the Children is implementing the project “Drought Forecast Based Financing for Food security, livelihoods and WASH in Vietnam”, in collaboration with UN Women (UNW). The project aims to ensure that drought climatic forecasts and early warning are available to communities in a systematic way and trigger pre-defined early actions for water, sanitation and hygiene promotion (WASH) and food security/ livelihoods (FSL) which can mitigate the impact of drought. It will also identify existing funding mechanisms that can be used to support the preparedness actions.
Save the Children is seeking for a competent national technical expert to undertake an in-depth water, sanitation and hygiene (WASH) assessment on drought impacts on communities and livelihoods of affected population in Gia Lai and Ca Mau.
Main Objectives:
Overall Objective
- Assess the current WASH practices of selected communities;
- Identify the impact of droughts on water, sanitation and hygiene (WASH) of different community groups in Ca Mau and Gia Lai provinces (2 communes in each province);
- Identify preparedness actions (early actions) to be taken by different stakeholders to mitigate drought impacts on WASH; and
- Determine appropriate and realistic modalities of support for each identified early actions as well as roles and responsibilities of each stakeholder. The assessment results will be used to inform the development of Standard Operating Procedures (SoPs) and Water Safety Plans in these two provinces.
Specific objectives
- Conduct a risk assessment of the WASH sector in targeted communities to the most vulnerable groups including children, women and people with disability.
- Identify the impact of drought on the most affected areas, particularly water, sanitation and hygiene.
- Identify early actions by different stakeholder roles and responsibilities to ensure that drought forecasts and EW is available to communities in a systematic way and trigger pre-defined early actions to minimize the impact of the drought
- Develop Water Safety Plan (WSP) for community in 4 communes
- Identify chains of commands and channels of communication in WASH early actions
- Integrate WASH early actions chain of commands and communication channels into Standard Operating Procedures (SOP) for Forecast based Financing.
- Facilitate follow-up of SOP test exercise in the field prior to the validation and final workshop at provincial and national levels to validate the SOPs with key actors
- Present findings to FAO, UN Women and Save the Children team and prepare draft report in English for comments;
- Finalize and submit reports to FAO including all raw data.
In addition, the consultant team will be required to collaborate with FSL consultant contracted by FAO and UNW with regard to design of the assessment and development of tools in order ensure consistency of both assessment and to avoid overlapping as well as maximize resources.
Key Competencies:
- A strong background in risk reduction and climate change adaptation
- In-depth expertise in WASH assessment, Water Safety Plan and SoP development
- Extensive knowledge of Community Development
- Proven experience in social inclusion and gender analysis, is an advantage
- Proven experience in research skill (acquainted with qualitative and quantitative data collection methods)
- Proven experience working with children is an advantage
- Fluent in verbal and written English and the applications of relevant software
- Preference is given to those who has had similar assignments to SC or FAO, UNW
