HELVETAS Swiss Intercooperation Vietnam is looking for a Project Officer on ARD services based in Cao Bang for the “PUBLIC SERVICE PROVISION IMPROVEMENT PROGRAM IN AGRICULTURE AND RURAL DEVELOPMENT - PSARD” - funded by the Swiss Agency for Development and Cooperation in Vietnam (SDC/Hanoi). The objective of the program is poverty reduction and improved livelihood. The program will contribute to province and district-wide mainstreaming of participatory local planning, financial decentralization and improved public service delivery in agriculture (i.e. farmer field schools). The program focuses its activities in disadvantaged areas of Cao Bang.
Responsibilities
• Support the provincial and district partners, particularly the Department of Agriculture and Rural Development (DARD), DARD’s sub-departments and District Coordinators, in compiling reports and Yearly Plans of Operation based on a results-based management framework.
• Provide direct technical assistance to project partners at all level (province, district, commune) to achieve the set outputs and outcomes formulated in the Project Document and Log-frame
• Act as Master Trainer on his/her competences, if and when required
• Monitor and control project field activities on regular basis, compile monitoring data from provincial and district partners. Check and verify the Activity Sheets and Final Activity Reports submitted by project partners for the activities in the supporting areas
• Write semi - and annual progress reports on his/her supporting area and provide recommendations for improvements and lesson learned
• Draft ToRs and contracts for consultants to submit to the CTA and the PPMU Manager
• Translate documents from Vietnamese into English and vice versa, and act as Interpreter for the CTA or Visitors/Consultants when required
• Closely collaborate with other POs to ensure linkages among activity lines
• Facilitate coordination and exchange visits; and participate in HELVETAS internal knowledge sharing
• Ensure social inclusion (gender mainstreaming, applying pro-poor approach) into project activities in accordance with the HELVETAS Vietnam gender strategy and the gender action plan
Required qualifications
• University degree in relevant fields (rural development, agriculture and forestry, etc.)
• Deep knowledge on relevant laws/regulations and practices applied in Agriculture and Rural development
• 2-5 years professional working experiences in similar development projects
• Good command of Vietnamese and English (spoken and written)
• Language skill of ethnic minority group is an advantage
• Willingness to travel extensively to remote places
• Computer literate on MS office software
• Team oriented spirit with inter-personal and cross-cultural communication skills and outcome oriented spirit
