National consultant to review and update the labour inspection checklist and legal regulations relating to violations, and sanctions in labour and employment area
The New Industrial Relations Framework (NIRF) Project – International Labour Organization (ILO) has collaborated with the Inspectorate of the Ministry of Labour, Invalids and Social Affairs (MOLISA) to conduct a series of technical cooperation activities to enhance the capacity and effectiveness of the Labour Inspection system, including the improvement of labour inspection information system. With support from the ILO, a computerised case management system for labour inspectors (ECMS) has been developed, as a means to digitize inspection work processes in order to contribute to increase in labour inspection work’s efficiency, service quality and data driven.
The ECMS software consists of a number of modules, including Inspection Case Management Module, Violation and Sanctions Management module, and Reporting and Analytics Module. These are three core modules of the software. With the Inspection Case Management module, labour inspectors will work with a digital checklist of inspection questions or points, which inter-relate to violation and sanction regulations in labour and employment field, and reporting functionalities.
ILO is looking for a national experienced and high capable consultant to support reviewing the content of the three module aforementioned with details as in the attached TORs (in English [1] and Vietnamese [2]).
