Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam Project (PfP) is a PEPFAR funded project being implemented in partnership by CARE International in Viet Nam (CVN) and Research Triangle Institute (RTI).
PfP aims to place people living with and affected by HIV at the centre of the response in Vietnam. PfP works with civil society organisations (CSOs) representing most at risk populations (MARP’s) including injecting drug users (IDUs) and their sexual partners, male and female sex workers and their clients, men who have sex with men (MSM), and people living with HIV (PLHIV).
PfP focuses activities in three core program tracks:
1. Organisational and technical capacity building of CSOs delivered through ‘local capacity building agencies’ (LCBLAs);
2. Supporting CSO’s to develop and deliver standards based models for HIV prevention and care services through the provision of grants and technical support;
3. Facilitating CSOs to engage in advocacy and policy dialogue with the Government of Viet Nam on HIV related legal and health policy issues.
Through this program of activities, PfP will institutionalise the engagement of CSOs and the MARPs/PLHIV they represent in the design and delivery of services and programs needed to prevent and mitigate HIV.
Position information:
Position title: Livelihoods Officer
Reporting to: Community Based Interventions Manager
Contract: One year contract with possibility of extension
Base in: Ha Noi with travel to project provinces
Main duties:
Under the management of the Community Based Interventions Manager, the Livelihoods Officer is responsible for the following task areas:
Task Area 1: Develop models for livelihoods development and income generation targeting PfP’s priority populations;
Task Area 2: Establishing operating procedures, guidelines, manuals and tools to support livelihoods development and income generation activities;
Task Area 3: Provide capacity building to CSOs and interested members of target populations to implement and replicate livelihoods development and income generation models;
Task Area 4: Provide technical oversight for all PfP livelihoods projects, including support for project staff and/or partner organisation staff involved in livelihoods activities;
Task Area 5: Facilitate shared learning and skills transfer to and between partner organisations on livelihood development activities;
Task Area 6: Assist the Community Based Interventions Manager in monitoring, evaluating and reporting on activities funded under PfP.
Task Area 7: Participates in NGO and government forums to represent and promote program activities as required.
Selection Criteria:
- University and/ or advanced degree in a field relevant to livelihood development and income generation;
- Previous experience with international or local NGO or aid management organizations;
- A minimum of five years demonstrated experience in the design, implementation, monitoring and evaluation of livelihood development/income generation/microfinance programs;
- Previous experience with the business sector, banks and other finance institutions.
- Experience in capacity building with national staff and/or civil society organisations;
- Experience developing business plans for small enterprises and community based groups.
- Demonstrated commitment to PfP’s core value of positioning people living with and affected by HIV at the center of the HIV response in Vietnam;
- Demonstrated skills and practical experience in either one or more of the areas of gender, advocacy and M&E would be a major advantage;
- Excellent written and verbal communication skills in Vietnamese and English.
