1. Introduction to the FLEGT project
In coordination with the international integration trend, the forestry sector has enhanced its international integration and implementation of International action program to manage the forest resources. Since 2010, Vietnam Administration of Forestry (VNFOREST) on behalf of the Government of Vietnam has engaged in bilateral negotiations with the European Union (EU) in order to sign a voluntary partnership agreement on Forest Law Enforcement, Governance and Trade (called the VPA/FLEGT). The agreement is expected to be signed and implemented in October 2014. The agreement is expected to be signed and implemented in October 2014. In this process, the Forest Sector will improve the legal framework for forest management and protection, capacity building of local forest law enforcement, forest governance and ensure the legitimacy of timber for export to the European market.
The project on “Promoting the participation of the Central Vietnam VNGO-FLEGT network in the FLEGT/VPA processes” funded by the European Union (EU) to Vietnam and ICCO Organization (Netherlands) has officially been implemented since April 2014 at 04 provinces in central region including Quang Binh, Quang Tri, Thua Thien Hue and Quang Nam. The Centre for Rural Development in Central Vietnam (CRD) and the Consultative and Research Centre on Natural Resources Management (CORENARM) are main implementing partners of the project.
This project will provide capacity building for staff and local people, especially civil society organizations and community-based organizations in the provinces of Quang Binh, Quang Tri, Thua Thien Hue and Quang Nam in order to enable them to access and implement the VPA/FLEGT agreement. At the same time, provide data necessary for the adjustment, amendment of state legal provisions on forestry in order to properly comply with the principles and requirements of this Agreement.
Within the scope of this project, the Central region FLEGT Project Management Unit (PMU) in cooperation with CRD and CORENARM shall implement capacity building activities for civil society organizations (CSO), community-based organizations (CBO), and small wood producers in the central region in order to contribute to the negotiation and implementation process of the VPA/FLEGT agreement. Main activities of FLEGT project consists of: (1) Training programs, Workshops on VPA/FLEGT and related issues; (2) Action study and community researches about FLEGT and successful forest governance; (3) IEC (Information, Education and Communication) activities on VPA/FLEGT; (4) Establishing a community-based forest governance model; and (5) Setting up a “forest dependent community network” in Central region.
In order to enhance capacity for members of the VNGO-FLEGT, civil society organizations (CSOs) and community-based organizations (CBOs) about the process and the tools to implement the FLEGT/VPA Agreement between EU and Vietnam, the Central region FLEGT project is preparing for the training on issues related to Forest law enforcement, governance and trade (FLEGT) and Socio-political factors hindering the participation of Civil society organizations and Community-based organizations in the VPA/FLEGT process.
The FLEGT Project in Central Region is seeking 01 qualified interpreter/translator to support project to translate/interpret for 02 training courses with following topics:
- Training Course 1: Training on issues related to Forest Law Enforcement, Governance and Trade (FLEGT).
- Training Course 2: Training on Socio-political factors hindering the participation of Civil society organizations and Community-based organizations in the VPA/FLEGT process.
2. Training objectives
(1) Training on issues related to Forest Law Enforcement, Governance and Trade (FLEGT).
- Provide information, knowledge on matters related to FLEGT program for the civil society organizations in the VNGO-FLEGT network of Vietnam and community-based organizations in the 04 provinces: Quang Binh, Quang Tri, Thua Thien Hue and Quang Nam.
- Guide to community monitoring for civil society organizations and community organizations in the program of Forest law enforcement, governance and trade (FLEGT).
(2) Training on Socio-political factors hindering the participation of Civil society organizations and Community-based organizations in the VPA/FLEGT process.
- Analysis of socio-political factors that prevent (or limit) the participation of CSOs/CBOs in the process of negotiation, monitoring and implementation of the VPA/FLEGT Agreement.
- Provide CSOs/CBOs with requirements and objectives when participating in the negotiation, monitoring and implementation of the VPA/FLEGT Agreement.
- Suggest solutions (in terms of policy and actual solution) to enhance the participation of CSOs/CBOs in monitoring and implementing the VPA/FLEGT process.
3. Specific tasks
- Translate training materials from English to Vietnam for 02 training courses as mentioned above;
- Conduct the interpretation directly for 01 international trainer (from UK) from English to Vietnam and vice versa;
- Translate post-training report after each course from English to Vietnam.
4. Required outputs
- 01 set of training materials is translated from English to Vietnam on issues related to Forest Law Enforcement, Governance and Trade (FLEGT) (about 15-25 pages);
- 01 set of training materials is translated from English to Vietnam on Socio-political factors hindering the participation of Civil society organizations and Community-based organizations in the VPA/FLEGT process (about 15-25 pages);
- 02 translated post-training reports from English to Vietnam after the courses finished.
5. Qualification Requirements
- A graduate degree, major in English; preferably specialized in interpretation/translation sector;
- At least 2 year experience in working as interpreter/translator in NGOs and/or ODA projects;
- Knowledge and experience in fields related to FLEGT program and Forestry is an advantage;
- High level of computer literacy and office software: Word, Excel, Power Point;
- Proficiency skills in listening, speaking, reading and writing English.
6. Implementation period
- The first training course will be conducted from 13 & 14 Oct and the second one is on 15 & 16 Oct 2014.
- Translated training materials for each training course shall be submitted 07 days prior to starting the course.
7. Training location
- 02 training courses shall take place in Hue city, Thua Thien Hue province, Vietnam.
8. Translation and Interpretation fee
8.1. Training materials translation fee
- 01 page x 200.000 VND/page (350 words/page)
8.2. Interpretation fee
- Interpreting remuneration for interpreter: 3.000.000 VND/day (4 days x 3.000.000 VND/day = 12.000.000 VND), inclusive of personal income tax (PIT).
