In a new partnership aimed at ensuring and securing health for all, PATH recently joined the US Centers for Disease Control and Prevention (CDC) and other organizations to help advance the US government’s pledge to support, assist, and empower poor countries in anticipating, preventing, and overcoming infectious disease outbreaks. PATH’s Global Health Security (GHS) partnership, a 5-year effort funded by the CDC, will strengthen public health systems in Vietnam, Senegal, and Tanzania, building capacity to prevent, detect, and respond to emergencies of public health importance.
PATH seeks a consultant in Vietnam to provide technical support to the Vietnam Ministry of Health to maintain and reinforce national International Health Regulation (IHR) core capacities, and to co-lead the Zoonotic Disease Action Package (ZDAP) with Indonesia. The GHS Coordinator Consultant will be based at the General Department of Preventive Medicine (GDPM) and work with the Ministry of Health, the U.S. Centers for Disease Control and Prevention (CDC)in Vietnam, and PATH to support the Vietnam focal point for GHS/IHR and related initiatives. Specific responsibilities include:
- Serving as a secretariat for national committees overseeing GHS/IHR implementation:
- Monitor the coordinated implementation of multi-year strategic plans and annual work plans across multiple initiatives and implementing partners.
- Work with partners to prepare briefs for government, bi-lateral, and multi-lateral stakeholders on GHS/IHR implementation and evaluation.
- Review and synthesize all quarterly and annual reports from other partners implementing IHR/GHS activities in Vietnam.
- Review and recommend implementation steps for and changes to 5-year GHS/IHR activities in Vietnam.
- Serving as a coodinator for ZDAP as part of GHS in Vietnam as a co-leading country:
- Support quarterly and annual performance reviews of GHS activities carried out at GDPM.
- Work with partners to prepare an annual global ZDAP work plan.
- Coordinate with the focal point of other member countries to follow-up with progress on the 2015 actionplan.
- Facilitate a mechanism between Vietnam and Indonesia for coordinating ZDAP activities.
- Work with Indonesia to set up a network of ZDAP focal points for all member states.
- Any other administrative and management duties as assigned by GDPM leadership or IHR/GHS focal points.
Deliverables (subject to modification upon revisions to the work plan)
- Review and synthesize quarterly and annual reports from other partners implementing GHS activities: Quarterly
- Narrative reports on IHR/GHS activities in Vietnam: Yearly
- Update 5-year GHS roadmap in Vietnam with yearly milestones: Yearly
- Work with partners to prepare quarterly narrative reports on ZDAP in Vietnam: Quarterly
- Prepare annual global ZDAP work plan based on the 2015 ZDAP action plan: Yearly
- Work with Indonesia prepare progress reports for all ZDAP member states: Quarterly/Yearly/as requested
Payment
The consultant will be paid directly by PATH’s office in Vietnam. The consultant fee will be paid monthly upon PATH’s receipt and approval of the deliverables and after GDPM leaders certify the duration and quality of the consultant’s work.
When traveling to the field, PATH will arrange and pay for transportation costs and per diem according to the standard PATH rate (applied for in-country travel).
Required Skills
- Excellent written and spoken Vietnamese and English (IELTS score at least 6.0 or equivalent).
- Strong interpersonal skills and an ability to work effectively in a team.
- Willingness and ability to travel within Vietnam up to 25 percent per year.
Required Experience
- Advanced degree or equivalent in Preventive Medicine/Public Health, International Relations, or Public Administration, preferably abroad.
- At least 3 years experience in managing a health department, public health programs, or health projects, preferably in the field of preventive medicine systems.
- Experience working effectively with government counterparts at both the national and regional level, preferably in the fields of GHS.
- Strong understanding of IHR core capacities and the GHS action package.
- Strong understanding of GHS and role of leading countries focusing on ZDAP.
