Job Title:
1. COVID/TB testing Consultant [1]
- Contract type: Full-time, 9-month contract (renewable)
- Work location: FIND office in Ha Noi with frequent travels to District Health Centres (DHCs) and Commune Health Stations (CHSs) in rural districts of Ha Noi.
Overall summary of the job:
FIND will sign an MOU with VNTP to support COVID-19 and tuberculosis bi-directional testing at primary health care (PHC) facilities in Viet Nam with aims to i) Improve capacity of VNTP network at PHC level on simultaneous testing for COVID-19 and TB; ii) Demonstrate feasibility to implement integrated COVID-19 and TB testing service at CHSs; and iii) Demonstrate impact of integrated COVID-19 and TB testing service at CHSs on TB testing.
The main role of the consultant is to oversee project activities and together with VNTP, coordinate and monitor activities to achieve project objectives. The consultant will also work with clinic and lab experts from FIND, VNTP to develop training package, job aids, community campaign leaflets etc. She/he will play a crucial role in project initiation training, capacity building, project progress report, monitoring, and evaluation; closely support the 48 health facilities participating in the project. The consultant will also participate in other work of FIND, that include but not limited to seeking funding opportunities, promotion of collaboration with partners and preparation of applications for fundraising.
Responsibilities: (list in order of importance and/or time spent)
- Coordinate and monitor COVID-19 and tuberculosis bi-directional testing at PHC health facilities (HFs) in Viet Nam; oversee project activities, ensure activities is progressed and well implemented at PHC HFs by closely monitoring of clinical and lab work.
- Participate in preparation of training packages and provision of training.
- Conduct progress reporting, monitoring and evaluation.
- Order and follow up procurements and importations of equipment and supplies for the COVID/TB projects and other FIND projects.
- Participate in the coordination and implementation of other FIND’s projects and work in Viet Nam.
- Seek funding opportunities, develop collaboration with new partners, extend network, participate in stakeholder meetings and prepare applications for fundraising.
- Organize and coordinate trainings, meetings, workshops and seminars related to FIND projects and work.
Reporting line: The position will report to FIND Viet Nam Office Head.
Knowledge and skill requirements:
- At least 3 years’ experience in operational research, demonstration studies, preferable in tuberculosis and/or diagnostics, with project development, coordination and implementation experience.
- Advanced scientific degree (MSc or higher).
- Knowledge of PHC system in Viet Nam.
- Working experience with INGO/NGO medical/health programmes is an added advantage.
- Ability to work without close supervision, as well as work under pressure.
- Outstanding organizational, planning and presentation skills with good sense of priorities.
- Effective communication and interpersonal skills, strong team spirit, work well in teams of multi-cultural backgrounds.
- Ability to pay close attention to detailed and dedicated to the job.
- Fluent in verbal and written English.
Compensation offered:

2. Project Consultant_FEND [2]
- Contract type: Full-time, 1 year contract (renewable)
- Work location: FIND office in Ha Noi with frequent travels to National Lung Hospital and other project sites.
Overall summary of the job:
FIND is supporting the Viet Nam National Tuberculosis Programme (VNTP) to conduct a clinical evaluation, entitled “Accuracy of Novel Diagnostic Tests for Detection of Tuberculosis and Drug-Resistant Tuberculosis: FEND for TB and DR-TB” to evaluate multiple new tuberculosis (TB) tests selected by FIND to quickly identify the most promising tests and technologies, speeding up and reducing the cost of introducing new tests into the health care service/ TB programmes, especially in countries with a high TB burden such as Vietnam.
The main role of the consultant is to support the VNTP to conduct the FEND project; take part in the coordination of FEND and other FIND projects in Vietnam to ensure quality and smooth implementation, protocol compliance and data integrity; participate in other work of FIND, that include but not limited to seeking funding opportunities, promotion of collaboration with partners and preparation of applications for fundraising.
Responsibilities:
- Support the National Tuberculosis Programme – National Lung Hospital to conduct the FEND project.
- Support the communication between FIND project managers and project coordinators of the National Tuberculosis Programme – National Lung Hospital and other country partners.
- Translate protocol, training packages and participate in provision of training.
- Monitor project activities, ensure protocol compliance and data integrity.
- Order and follow up procurements and importations of equipment and supplies for FEND and other FIND projects.
- Participate in the coordination and implementation of other FIND’s programmes, projects and work in Viet Nam.
- Work with FIND Geneva TB programme team to identify funding opportunities for Viet Nam, develop collaborations with new partners, extend network, participate in stakeholder meetings and prepare applications for fundraising.
- Organize and coordinate of trainings, meetings, workshops and seminars related to FIND projects.
Reporting line: The position will report to FIND Viet Nam Office Head, Director and Managers of FEND project and of other projects.
Knowledge and skill requirements:
- At least 3 years’ experience in microbiology research and clinical trials, preferable in tuberculosis and/or diagnostics, with project development, coordination and implementation experience.
- Advanced scientific degree (MSc or higher).
- Knowledge of relevant GCP, GLP or GCLP guidelines and practical application in the field.
- Preference will be given to candidates with experience of:
- Writing reports, training modules, publications
- Working with the VNTP or in the field of TB
- Working experience with INGO/NGO medical/health programmes.
- Ability to work without close supervision, as well as work under pressure.
- Ability to coordinate with internal & external stake holders and on-site teams.
- Outstanding organizational, planning and presentation skills with good sense of priorities.
- Effective communication and interpersonal skills, strong team spirit, work well in teams of multi-cultural backgrounds.
- Ability to pay close attention to detailed and dedicated to the job.
- Excel in Microsoft office.
- Fluent in both verbal and written English.
