REQUEST FOR EXPRESSIONS OF INTEREST
Consulting Services: Development of Integrated Renewable Energy Database
Package 2.2.1
1. The Socialist Republic of Vietnam has received a Grant from the State Secretariat for Economic Affairs SECO (TF098460) through the World Bank for the Renewable Energy Development Project (REDP) and intends to apply part of the Grant to payments under a contract for Development of an Integrated Renewable Energy Database for Vietnam (IRED) – Package 2.2.1.
2. The Renewable Energy Development Project is being implemented by the Ministry of Industry and Trade (MOIT), through the General Directorate of Energy (GDE). The GDE will recruit a consulting firm to develop the Integrated Renewable Energy Database for Vietnam and carry out the capacity building for MOIT and relevant agencies for operation, maintenance and upgrading of the database. The assignment is expected to be implemented during March 2015 to June 2016 requiring about 24 man-months of international and local experts.
3. The GDE now invites eligible consultant firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, demonstration of experience in similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications. In case of forming an association, consultant firms should indicate in their Expression of Interest whether they will associate in the form of joint venture or sub-contract. It is noted that in case of joint venture, all members of the joint venture shall be jointly and severally liable for execution of contract and one member shall be appointed to represent the joint venture.
4. A consulting firm will be selected through the Consultant Qualifications Based Selection (CQS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, dated January 2011.
5. Interested consulting firms may obtain further information at the address below from 8:30 to 16:30 on regular working days.
6. Expressions of interest must be delivered by email, fax or hard copy to the address below before 16h00, February 2nd, 2015.
