Title: A consultant to develop a training curriculum on data management, analysis, use and advocacy for change

Duration: 10 full working days

1.      CONTEXT

In Vietnam, under HAIVN’s support, the Community Advisory Board (CAB) model was developed, and CABs were established in 5 provinces (Binh Duong, Thai Nguyen, Hai Phong, BRVT, Long An). Each CAB consists of 10 - 15 members and is designed as a forum where PLHIV and members of key populations (KPs) at risk of HIV can actively participate in efforts to improve the quality of healthcare services and reduce stigma and discrimination (S&D) for those seeking HIV-related care. The CAB’s primary responsibilities are to 1) facilitate, collect and review client feedback with key staff from health facilities and provincial Centers for Disease Control (pCDC); 2) collaborate with healthcare facilities to develop strategies to improve service quality and reduce S&D; 3) inform and educate the HIV community about health initiatives; 4) provide support to facilitate the implementation of national public health priorities. The CAB is a channel to bring client’s perspectives on the quality of HIV services to healthcare providers. It helps pCDC to monitor the quality of healthcare services in OPCs within province and develop improvement plans to improve service quality.

CABs also facilitate the Community Scorecards (CSC) approach, a two-way, participatory, community-led quality improvement tool used for assessing, planning, monitoring and evaluating health services. Under the facilitation of the CAB, through semi-quantitative scoring of service quality and periodical dialogues with health staff, clients and community representatives are directly involved in ensuring client-centered service delivery at the facility level. In FY2022, CSC will be implemented in BRVT (2 sites), Hai Phong (2 sites) and Hanoi (1 site).

In this context, US CDC/HAIVN are providing technical assistance (TA) through capacity building for CAB members in 5 provinces. HAIVN, in support of this effort, seeks to hire a consultant to:

• develop a training curriculum on Data use and Advocacy for Change
• deliver two 2-day training courses for CAB and select CBO members (01 in the North and 01 in the South).

2.      OBJECTIVE

Within the series of capacity building activities, two training courses on data use and advocacy for change will be conducted. The objective of the project is to will empower the CABs to lead community monitoring efforts including collecting client feedback, administering patient experience/satisfaction surveys, analyzing and presenting the findings, facilitating discussion with the health system and advocating for change. 

3.      SCOPE OF WORK, DELIVERABLES AND TIMEFRAME

Under supervision of HAIVN, the consultant will develop a training curriculum and finalize it based on comments from US.CDC/HAIVN. Expected/potential topics include (but not limited to) data collection tools, data analysis, data visualization, advocacy for change, facilitation skills, making a quality improvement plan.  All drafts and finalized version should be developed in both English and Vietnamese.

3.1.  Specific tasks: Tasks for consultancy include, but not limit to:

• Review relevant documents and materials
• Develop a training agenda and finalize based on comments from US CDC/HAIVN
• Draft training package to include PowerPoint presentations with speaker notes, tools, discussion guide, practice exercises, etc.
• Share the draft package with US CDC/HAIVN for review; incorporate comments and finalize the training package
• Use the training curriculum to train CAB and select CBO members at two 2-day training courses
• Any other task related to conduction of the training if necessary.

3.2.  Final Deliverables and duration:

3.3.  Timeframe: This assignment is within a period from November 2021 to March 2022. The courses are expected to be organized by March 2022.

3.4. Specific conditions: When going to the provinces (different from HCMC/Hanoi), HAIVN will arrange and pay for transportation and accommodation costs according to the project rate. The consultancy fee will be paid at the end of the contract.

4.      QUALIFICATION AND EXPERIENCE REQUIREMENTS

• Have at least a master’s degree in public health, public policy, medical doctor, education or related fields;
• Have at least 10 years of experience in a field related to health and development;
• Have knowledge and understanding about HIV and PEPFAR program in Vietnam;
• Have sound knowledge of the governmental policy;
• Good analytic skill and experience on data use;
• Demonstrate knowledge and experience in developing training modules/curriculum, training materials;
• Demonstrate experiences and skills in providing training for community members;
• Excellent writing skills in both English and Vietnamese.
