CONSULTANCY SERVICES TO SUPPORT DEVELOPMENT OF COMPETENCY
EVALUATION SYSTEM IN PUBLIC AGENCIES
The Facility to Capacity Building project is a part of the Vietnam - Belgium 2011-2015 Indicative Cooperation Program and jointly implements by the Belgian Development Agency (Enabel) and the Vietnamese Ministry of Education and Training (MoET).
The General objective of FCB is to contribute to the sustainable development and growth of Vietnam by facilitating Vietnam to become a knowledge-based industrialized country by 2020. The Specific objective of FCB is to improve the quality of human resources of Vietnam through strengthening the innovative and the management skills and capacities of Vietnamese individuals and targeted institutions.
To support the PMU in implementing training and capacity building activities, Enabel is looking for a competence training and consultancy company to support the development of competency evaluation systems for 02 public agencies, as pre-condition for development of their comprehensive human resources development plan. The targeted agencies to work with include the Ha Tinh Department of Home Affairs and the Thai Nguyen University of Education. The scope of assignment, as well as terms and conditions of the consultancy is stipulated in the attached Specification [1].
