I. Background

In Vietnam, SNV manages the Inclusive Business Accelerator program (IBA, https://iba.ventures/ [2]). Inclusive business is a strategic, innovative, commercially- viable business initiative, which unlocks entrepreneurial opportunities for low-income markets to engage in the value chain. Inclusive business creates shared value for the businesses, low-income markets and the environment.
IBA is the first one-stop shop in Vietnam for various services needed by businesses which include low-income groups in their operations. We use innovative acceleration models to make the businesses investor-ready. Our scope of services, including Market Intelligence & Opportunity Identification, Business Design & Readiness, Investor – Investee Match making, Impact Measurements & Scalability.
SNV Vietnam is looking for a service provider to provide technical training and VietGAP certification process for 300 households producing rice on 100 ha in Thai Binh province.
II. Service description
1. Objectives
The objectives of the service are i) to provide consultancy and training on VietGAP production for rice production to IBA company’s staff and rice farmers in Thai Binh province including knowledge and skills on Good Agriculture Practices (VietGAP) according to standards setup by the Ministry of Agricultural and Rural Development applied for rice; ii) to audit and certify VietGAP certification for 100 ha of rice cultivation of 300 rice farmers in Thai Binh province;.
2. Scope of work
Work package 1: Inspection, Consultancy and Training
- Conduct inspection trip to evaluate the current farming conditions in terms of soil quality, water, fertilizer and chemical, and pesticide management at the project area for analysis and improvement proposal
- Provide technical training on VietGAP standards for rice production for:
- 300 farmer households in 3 districts: Tien Hai, Thai Thuy and Kien Xuong in Thai Binh province; 100 households/ district
- Relevant staff of the IBA client
- Prepare VIETGAP training documents for relevant stakeholders (including rice farming practices, disease management…, production history documenting, documentation profiling and management)
- Organize and facilitate training workshops on VietGAP for relevant stakeholders
- Provide guidance to the IBA client’s staff for VIETGAP internal auditing
- Register VIETGAP certification for the IBA client
Work package 2: VIETGAP auditing and certification
- VIETGAP rice farming auditing and certification for 300 rice famers with 100 ha of rice cultivation area in the targeted area.
- Random auditing as required for VIETGAP certification for 2 year validity
3. Expected outputs and deliverables
Work package 1:
- Report on cultivation conditions in the targeted area and input analysis result
- Proposal to improve the current cultivation conditions of the targeted area
- VIETGAP rice production management protocol for relevant stakeholders
- 6 training courses for farmers, including training materials and training course organisation
- VIETGAP internal audit instructions for the IBA client
- VIETGAP certification registration for the IBA client
Work package 2:
- Final report on VietGAP auditing for certification (in Vietnamese and English)
- VIETGAP certification for 300 rice famers with 100 ha of rice cultivation area in the targeted area
III. Qualifications, skills and experience required:
- Service providers must be organizations/companies that have legal status and certified by the Ministry of Agricultural and Rural Development for performing services on auditing and certifying VietGAP certification in Vietnam
- The experts providing services should be capable and have skills to provide training and services on VIETGAP auditing and certifying
- Experience with VietGAP training, development and assessment for rice production, with more than three service contracts on VietGAP assessment in the last three years.
