The Lowering Emissions in Asia’s Forests (LEAF) program is a five-year program of the USAID implemented by Winrock International, SNV, Climate Focus, and RECOFTC. The purpose of the program is to strengthen the capacity of countries, aiming to reduce greenhouse gas emissions in Southeast Asia in the forestry land uses sector, and support countries to benefit from the framework of the emerging international REDD + program.
Development of Provincial REDD+ Action Plan (PRAP) is one of the top priorities mandated by the NRAP in the period of 2011-2020. Lam Dong PPC has approved the Provincial REDD+ Action Framework document in Decision No. 67/QD-UBND dated on January 13, 2014, stating needs to complete the PRAP in 2014.
Assignment objectives:
To review and carry out gap analysis of the existing FMSs to propose a modality inheriting results of the existing FMSs and to propose key activities for improvement; accordingly, developing an appropriate Forest Monitoring and Reporting System that will be built upon the existing systems and meet national and international requirements for REDD+ mechanism and PFES in Lam Dong context.

The assignment will be implemented from April 2014 to August 31, 2014, after the contract signing.
