BTC seeks to recruit for the Project Administration Reform & Roll Out of CPRGS (PARROC) based in Hau Giang province :
1) Project Office Manager;
2) Project Accountant
Job Descriptions:
- Objective of the Project: to improve the institutional and human capacities, the organizational set-up and the performances of the relevant local governments in the fields of development planning, budgeting and public service delivery
- Role of the Project Office Manager – general principles: The Project Office Manager supports the Project management in Project implementation. More specifically, he/she shall assist the Project Management Unit in aspects related to financial & administrative requirements from BTC & ODA management in Vietnam. s/he will be in charge of all reporting including quarterly, bi-annual and annual progress/disbursement reports. He/she will facilitate the preparation of all necessary procedures for procurements and development of project annual plan and action plan in close collaboration with PMU & concerned departments. S/he will act as the secretary in PMU meeting, project steering committee meetings and the task force meetings in the province. S/he will assist the Senior Technical Advisor and project directorate and facilitate liaison between BTC representation, PMU, provincial, district and commune authorities. S/he will support the project management to ensure the smooth integration of the various stages and activities deployed and involvement of all relevant local stakeholders. S/he ensures the adequate liaison with BTC and ensures BTC is regularly briefed about the progress of the project. His/her contract will be signed with BTC.
Required qualifications: Relevant degree. At least 5 years experience in planning, finance and/or accountancy. Ability to work independently, take innitiative and communicate technical issues effectively and persuasively. Fluent in written and oral communication skills in both English and Vietnamese. Results oriented team player with excellent interpersonal skills.
Role of the project accountant – general principles: The Accountant will carry out the daily accounting operations and procedures for the project. The accountant will be responsible to the Project Director and Project Office Manager. The accountant will carry out the bookkeeping of the Vietnamese and BTC contribution to the Project in accordance with the BTC and Vietnamese regulations. His/her contract will be signed with the PMU upon technical acceptance by BTC.
Required qualifications: A recognised university degree or equivalent in accounting and finance; Proficiency in working with MS Office, especially Excel. Ability to comprehend BTC accounting rules in English and to write the accounting reports in English (training will be provided to successful applicant)
Contract Duration and Remuneration/Workstation: The positions are expected to commence as soon as possible. Duration of the contracted assignment is initially up to June 2011, with possible 12 month extenstion. Gross salary will commensurate with qualifications and experience. Workstation is in Vi Thanh town, Hau Giang province.
