BTC seeks to recruit a: NATIONAL EXPERT FOR THE CAPACITY DEVELOPMENT OF WATER MANAGEMENT AND SERVICES Project

Job Description:
The Project: The project fits in the Indicative Cooperation Program between Belgium and Vietnam, which is focusing on two major sectors: capacity building, institutional strengthening and support for water and sanitation programs. Both sectors are of major concern, considering, on the one hand, the important socio-economic development and institutional transformation Vietnam has been experiencing since Doi Moi, and, on the other hand, the water and sanitation difficulties the country is facing due to the rapid transformation of the country and the climate changes. In that respect, the Belgian Government manifested its interest in supporting capacity development of water management and services in Ninh Thuan province.
Role of the National Expert- CD – general principles: The National Expert supports the Project Directorate in Project implementation. More specifically, he/she shall assist the Project Director to ensure the coherence and unity of the Project. He/she will work and collaborate closely with the PMUs and different other national experts and short term national and international experts. The national expert shall ensure the smooth integration of the various stages and activities deployed. He/she also supports the day-to-day management of the Project under the overall supervision of the Project Directorate. He/she will be in charge of all the internal reporting for BTC regarding the project and he/she will work closely with the BTC representation for the mobilization of other expertise necessary to assure the technical assistance to the project.
Contract Duration and Remuneration: The position is expected to commence in January 2010, depending of timely signature of the specific agreement. Duration of the contracted assignment is 36 months. Gross salary will commensurate with qualifications and experience.
Required qualifications: Relevant University degree or equivalent through experience. At least 15 years of relevant working experience with minimum of five years of project management experience (planning activities, finance, administration). Fluent in writing, reading and speaking both English and Vietnamese. Knowledge of French will be an added advantage. Pro-active in seeking and creating synergy between players; identifying resource persons; contributing new ideas and information on the local context; improving procedures; promoting best practices.
