trò về giới trong các phương tiện truyền thông ở Việt Nam tập trung vào tạp chí, 
báo chí và các bản tin phát sóng”

Trong một thời gian dài, Việt Nam dành nhiều nỗ lực trong công tác thúc đẩy bình 
đẳng giới và những cam kết của Chính phủ là các bằng chứng được thể hiện trong 
các chính sách của CP, trong các thể chế và tại tất cả các cấp. Tuy nhiên, việc 
thực hiện chính sách còn gặp nhiều khó khăn, ở nhiều nơi bình đẳng và sự tham 
gia của phụ nữ là những mục tiêu còn chưa được thừa nhận một cách đầy đủ. Những 
khuôn mẫu truyền thống về phụ nữ và nam giới còn tồn tại dai dẳng ở Việt Nam 
cũng như còn thiếu dữ liệu phân tổ về tuổi, giới tính và những thông tin cụ thể 
về giới.

UNESCO kêu gọi các cơ quan truyền thông tham gia mạnh mẽ hơn nữa vì sự tiến bộ 
của phụ nữ. Chính phủ cần hành động để giải quyết việc áp đặt các khuôn mẫu cho 
phụ nữ và bất bình đẳng trong việc phụ nữ tiếp cận và tham gia vào trong các cơ 
quan thông tin, đặc biệt là truyền thông báo chí. Ở Việt Nam, mặc dù bình đẳng 
giới trong thông tin truyền thông đã được đề cập đến trong một số chính sách, 
nhưng việc triển khai vẫn còn chậm và còn ít thông tin chia sẻ về giới hay sự 
tham gia của phụ nữ trong lĩnh vực truyền thông báo chí.

Trong khuôn khổ hoạt động của UNESCO “Nâng cao năng lực của Bộ Thông tin và 
Truyền thông về lồng ghép giới trong báo viết, báo hình tại trung ương và các 
tỉnh thành” tư vấn viên sẽ tiến hành một đánh giá về bất bình đẳng giới trong 
truyền thông báo chí ở Việt Nam bằng cách xem xét báo hình và báo viết về vai 
trò giới, sử dụng các kết quả từ các tạp chí, báo chí và các bản tin phát sóng.

International Consultant Assignment: “Situation analysis on gender in written 
and televised media”

  Viet Nam has a long history of promoting gender equality and the government’s 
commitment is evident in its policies and at the institutional and structural 
level.  Nevertheless, implementation of policies has been challenging; in many 
areas women’s equal rights and participation are goals yet to be realized. 
Traditional stereotypes about women and men persist in Viet Nam, and there is a 
lack of sex- and age-disaggregated data and gender-specific information.

UNESCO calls upon the media to make a greater contribution to the advancement of 
women. Governments should take action to address the stereotyping of women and 
inequality in women’s access to and participation in all communication systems, 
especially in the media. In Viet Nam although strengthening gender equality in 
the media exists to some extent at the policy level, to date implementation of 
the regulations has been low and there is little information available on gender 
representations or women’s participation in the media.

As a part of UNESCO’s activity Capacity-building of MOIC on gender mainstreaming 
in written and televised media at central and provincial levels, an 
international consultant will conduct a situation analysis on gender in the 
media by interviewing relevant MOIC officials and media stakeholders. The 
training needs of MOIC and the media sector in Viet Nam in relation to gender 
mainstreaming and the Law on Gender Equality will be assessed based on the 
interviews and recommendations for forth-coming training workshops on the topic 
will be made.
