Civil society Participation in Round 10, Global Fund Grant application

The 20th Board meeting of Global Fund to Fight AIDS, Tuberculosis and
Malaria held at Addis Ababa, Ethiopia 9 – 11 November 2009 decided that
subject to confirmation at its next board meeting in April 2010, the Fund
will issue the Round 10 call for proposals on or about 1 May 2010. Proposals
must be submitted by 1 August 2010, and the board will decide which ones to
approve between November 2010 and January 2011.

You are invited to share your views and ideas about Civil Society
participation in Round 10 of the Global Fund Grant application

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM-The Global
Fund) was created to dramatically increase resources to fight three of the
world's most devastating diseases, and to direct those resources to areas of
greatest need. As a partnership between governments, civil society, the
private sector and affected communities, the Global Fund represents an
innovative approach to international health financing.

The Global Fund grant for countries is supervised by a Country Coordinating
Mechanism (CCM). The mandate of the CCM is to monitor, evaluate and support
the implementation of projects covered by the Comprehensive Country Proposal
(CCP) as approved by the CCM and the GFATM and to coordinate the receipt of,
assess and approve proposals for inclusion in the CCP and also to prepare
and submit an appropriate CCP of the highest quality to each financing round
of the GFATM.

It is expected that the Global Fund will be calling for it's 10th round of
application for Grants by on or about 1 May 2010 and the proposals must be
submitted by 1 August 2010,

In order to facilitate greater participation of the civil society in
preparing an application for the 10th round of Global Fund grant, this FORUM
would like facilitate a structured discussion on the following themes.

1. What should be the priories of next round of application to Global Fund?

2. Is there a need for the formation of Sub-national-Regional level sub
committees on thematic issues

3. Need to develop sub-national level Thematic Sub committees

4. Issues related to Communication, Information sharing and direction of the
application

5. Technical support in proposal making

6. Preparation of Principal Recipients and Sub Recipients of the Grant

7. Identification and Selection of specific themes to seek grant

8. Screening of the proposals received from the civil society

9. Inclusive approach where there is convergence of TB, Malaria and HIV and
all sub themes of HIV

10. Strengthening the governance and the Formation of state and or regional
Sub CCMs
