I would like to post the following notice to the HIV Technical Working
Group list serve.  Thank you very much.

 

 

 

Seeking qualified M&E and procurement specialists who KPMG LLP (U.S.)
can contract to assist with in-country assessments, desk reviews and
on-going performance monitoring of grants made by the Global Fund to
Fight AIDS, TB and Malaria to Principal Recipients e.g. Ministry of
Health in the East Asia and Pacific region.  KPMG serves as the Local
Fund Agent in Thailand, Fiji, Pacific, and Solomon Islands and is
seeking consultants who have regional experience and can travel
regionally.  The Global Fund has specified desired qualifications for
M&E and procurement specialists that include the following:

 

Procurement/Supply Management Expert:

 

1.      Advanced degree in pharmacy-related field complemented by
education and /or professional training/experience in Health Management,
Logistics and Public Health.  

2.     Professional experience: 7 years of experience in managing or
advising on the procurement, distribution and supply of health products,
particularly in developing countries with expertise in: i) supply and
demand issues in the implementation of public health programs ii)
experience in assessing policies, systems and structures in the public
and/or private health sector that are relevant for managing effective
and efficient access to pharmaceuticals and other health products,
particularly for AIDS, TB and focusing on identifying relevant strengths
and weaknesses and on developing action oriented recommendations; iii) a
strong understanding of AIDS, TB and Malaria market dynamics and
existing global supply challenges as well as international
health-products procurement and supply management processes, applicable
national and international laws and recognized standards; and iv) good
writing and analytical skills.  

3.     Must be fluent in English and have a good working knowledge of
the main language(s) spoken in the country or countries in which the
individual has been assigned to work. 

 

Monitoring and Evaluation Expert:

1.     Degree in health, medicine, epidemiology, development studies or
a related discipline.  

2.     7 years experience in managing or advising HIV/AIDS, TB and/or
malaria programs, preferably in developing countries with i) excellent
knowledge of monitoring and evaluation principles and practices in the
health/development sector; knowledge and experience in and the
development and implementation of monitoring and evaluation frameworks
and systems; iii) good writing and presentation skills.

3.     Must be fluent in English and have a good working knowledge of
the main language(s) spoken in the country or countries in which the
individual has been assigned to work.
