Guide for Monitoring and Evaluating Avian Influenza Programs in Southeast Asia

Subsequent to TWG meetings, visits were made to Laos, Thailand, and Vietnam to consult with in-country partners and government officials from Ministries of Health and Agriculture regarding the logical
framework, indicators, and data sources.
The overall objective of the guide is to encourage the use of monitoring and evaluation (M&E) to support effective and evidence-based national highly pathogenic avian influenza (HPAI) programs. Specific objectives
are to:
- present a logical framework for understanding the key components of national HPAI programs and the relationships between components;
- provide standard M&E terminology for HPAI indicators; and
- provide guidance to governments, international organizations and NGOs in the M&E of HPAI programs in the areas of policy and planning, animal health, human health, and risk reduction.
