NGO Climate Change Working Group


Background

In late 2007, a group of international NGOs and the VUFO-NGO Resource Centre (NGO RC) started to discuss the need for coordination among INGOs in relation to climate change. Following the annual Consultative Group meeting held on December 6-7 2007, in which NGOs highlighted the urgency of addressing climate change with a pro-poor approach in the INGO Statement, the NGO RC called for a meeting on December 14, 2007. The meeting aimed to broaden the participation of INGOs, as well as Vietnamese NGOs, in the climate change debate, enable NGOs to share their current engagement and future interest in addressing climate change, and to discuss the need and options for NGO coordination regarding climate change.

Based on demand from this meeting, a working group was then established, terms of reference developed and meetings are now being held on a regular basis. See the Calendar section for more details.

Stakeholder and project database

As part of preparations for the meeting, a stakeholder and project database form was developed and distributed to collect information about current and future climate change-related projects being carried out by NGOs in Vietnam. CCWG Statements

Since its inauguration, the CCWG has developed close links with the recently established donor Climate Change and Policy and Coordination Group, and the Donor Technical Working Group, through which NGOs are actively participating in national policy processes. A relationship has also been developed with the MARD Standing Office for Climate Change (OCCA).

The NGO Statement on Climate Change, which was developed by the CCWG in consultation with donors, was distributed during the Mid-Year CG Meeting in Sapa on June 6, 2008, while the 2008 INGO Statement, which includes a section on climate change developed by the CCWG, was distributed at the End-Year CG Meeting held in Hanoi over December 4-5, 2008. The Climate Change Joint Donor Statement was also distributed during the 2008 End-Year CG Meeting.

Thematic groups

As the group's development progressed, a need was identified to create thematic groups under the overall group, which would meet separately and report back to the main group. As a result, three thematic groups have been created, which meet regularly and have developed action plans for 2008:

  1. CCWG Climate Change Adaptation Thematic Group
  2. CCWG Climate Change Awareness & Behaviour Change Thematic Group
  3. CCWG Climate Change Mitigation Thematic Group

Core Group

The CCWG also maintains a core group, which deals with operational issues related to the working group, including:

  1. Assisting in setting the direction of the CCWG, planning direction, themes, strategies and workplans;
  2. Calling meetings, selecting discussion topics and setting agendas;
  3. Organising presentations, events and speakers to the CCWG, (arranging speakers, managing logistics, chairing meetings and distributing minutes etc.);
  4. Maintaining links with agreed key national actors in climate change;
  5. Ensuring coordination, communication and networking within CCWG members and thematic groups, maintaining momentum and encouraging active involvement from members and sectoral organisations; and
  6. Periodic monitoring and revision of the TOR.

Core group organisational members for 2008 are: the NGO RC; Oxfam; CARE; CRS; SNV; EMW; WWF; Challenge to Change and SRD. CARE is currently the CCWG coordinator.
