Project RENEW is a comprehensive and integrated approach to the problem of landmines and unexploded ordnance (UXO) and is designed to be a development model in Trieu Phong District. Project RENEW is a partnership with the Foreign Relations Department of the Quang Tri Province People's Committee, and has received the full cooperation of other appropriate agencies and departments of the government of the Socialist Republic of Vietnam. Asian Landmine Solutions (ALS) is providing technical assistance and project oversight. The Project RENEW Coordination Office is managed by the Quang Tri Province People's Committee and the Project Coordinator, Mr. Hoang Nam, is a staff member of the People's Committee FRD.
COMPONENTS OF THE MINE ACTION PROJECT TO DATE
· Establishment of a Coordination Office staffed only by Vietnamese (no ex-pat manager), to manage all aspects of the project in collaboration with relevant Vietnamese agencies, and under direct supervision and authority of the Province People’s Committee.
· A general mine action assessment (level one survey) to collect and manage data indicating the nature and impact of the mine/UXO problem, providing a basis for local authorities to make decisions regarding priorities and allocation of resources.
· Mine awareness or mine risk education (MRE), in partnership with the Youth Union, which has established 19 commune level Mine Awareness Consulting Stations and conducted a series of activities at the village level throughout the district. In partnership with Quang Tri TV, two documentaries and more than 12 public service announcements have been produced and broadcast province wide, emphasizing safety and injury prevention.
· Victim Assistance, including emergency medical training for health services staff and provision of medical supplies and equipment. The Farmers Union is training 50 selected victim families in mushroom production, intended to provide them with adequate and sustainable incomes.
· Requested by the Province People’s Committee and not yet implemented is training and equipping an Explosive Ordnance Disposal (EOD) team under control of the People’s Committee.
· Also planned for a later phase is clearance of a former U.S. military base and re-population of the area with families who were displaced during the war.
· In cooperation with Oxfam Hong Kong, Project RENEW is also launching a landmines/UXO website for Quang Tri Province.
The success of the model in Trieu Phong District is intended to be a foundation for expanding and replicating mine action coordination and long term development strategy throughout Quang Tri Province, and later in other provinces throughout Vietnam.
