Bi-Lingual On-site Construction Quality Control & Procurement Coordinator

Position title  : Bi-Lingual On-site Construction Quality Control & Procurement Coordinator
Workplace    : Ke Sat Town, near Hai Duong
Reports to    : Construction Site Engineer 
Relates to    : Project teams, vendors, community members, implementing partners
   
Overall responsibility:
Coordinate and manage the on-site materials and tool procurement for a residential construction site near Ke Sat Town.   This will include quality control (QC) for materials purchased and delivered, QC on blocks made on-site from those materials, and QC for various construction activities upon request.  The Candidate will be well organized in procurement inventory, materials storage, allocation and tracking.

Responsibilities:
- Contact suppliers to order materials and schedule deliveries.
- Clearly communicate with suppliers to schedule or expedite deliveries, to resolve shortages, missed or late deliveries, and other problems.
- Receive and confirm deliveries, quantities and quality.
- Organize deliveries for storage, daily allocation, and tracking of inventories.
- Prepare, maintain, and review purchasing files, reports and price lists.
- Check shipments when they arrive to ensure that orders have been filled correctly and that goods meet specifications.
- Compare suppliers' bills with bids and purchase orders in order to verify accuracy.
- Approve bills for recommendation of payment.
- Assist in the identification of appropriate suppliers for various construction materials
- Coordinate with construction supervisors and others for on-time material delivery and site allocation
- Ensure the appropriate quantity and quality of on-site concrete block production and distribution throughout the site.
- Perform on-site bi-lingual interpretation for Community Enhancement and Residential Construction as needed.
- Assist in the identification of appropriate community enhancement contractors and community resource coordination.

Experience requirements
- Experience with construction materials and terminology.
- Experience in construction procurement and vendor/supplier relation is an advantage
- Experience in organization skills to plan and complete tasks and assignments

Knowledge, Skills, Abilities and Other Characteristics:
- Functionally bi-lingual in Vietnamese and English.
