Handicap International (HI) is non-governmental organization of International solidarity, created in 1982 and governed by French law on nonprofit organizations. Handicap International’s mission is to assist people in situations of disability or vulnerability, whatever may be the underlying cause and environment. HI started in Vietnam in 2001 developing projects to support people in disabling situtations. HI Site in Quang Tri is up to now developing one regional project of HIV/AIDS prevention amongst ethnic minorities living along the road 9.

SUB-OFFICE ADVISOR in Development

Position reserved for national Vietnamese people, people with disabilities are welcomed
Location:  Dong Ha, Quang tri  HI Site
Role: Under the Project Manager responsibility, Advise for local coordination the Project Manager, the team and the counterparts on all site management: project(s) on going and to be developed, internal and external communication.

General responsibilities:
- Support the Project Manager to defend or carry out HI position and mandate
- Provide expertise on organization and intercultural relations (internally and externally) – Planning, Analysis and monitoring, diplomatic
- Provide expertise on HI internal and external communication
- Provide internal expertise and organizational frame on project monitoring and coherence in a complex environment
- Carry out the relationship with several local partners working in the frame of  HIV/AIDS project
- Organize and plan training and monitoring of cross-cutting fields of action in the strategic approaches HI is implementing for its project(s): Partnership, Human Rights, Inclusive Approach, Territorial, Gender, Mainstream (disability and HIV/AIDS) 
- Support the Project Manager (PM) in assessment and evaluation of partners, activities, project
- Support the PM in reporting
- Support the PM in programming new actions, need assessment to new potential projects
- Support the PM in fundraising
- Substitute the PM in case of leave or unavailability on delegated related tasks

Qualifications:
- Vietnamese national with written and verbal fluency in English (French would be a plus)
- University degrees relevant to the position of Project Manager specialized in relationship in development environment
- Experience than at least 5 years in community development work or related fields / INGO
- Expertise on development approaches and trainings: partnership, human rights, and/or inclusive, territorial and gender approaches
- Experience in team coordination
- Experience of Medias, communication and lobbying preferably in disabilities, human rights and/or health issues
- Working experience in project management, and mastering of monitoring and evaluation.
- Experience writing project proposals and budgets
- Computer literate (Word, Excel)
- Demonstrated ability to work independently or as a part of a team with minimum of supervision, exercise judgment, meet deadlines and work under pressure
- Motivated, responsible, takes initiative, and well organized
- Involved in social, disability and development fields
